What financial assistance can Ukrainians returning from russian captivity expect?

According to the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine, the number of appeals from citizens whose civilian relatives have been released from captivity has increased, asking for clarification on the state aid they can expect. In addition, hostages who have returned to Ukraine also apply to the Ministry of Reintegration.


What kind of assistance is provided by law?


According to the current legislation, financial assistance is provided to all Ukrainians who were deprived of their liberty as a result of russia's armed aggression against Ukraine. However, it is important to note that the fact of deprivation of liberty must be confirmed by the Commission, which operates under the Ministry of Reintegration.


After being released from captivity, Ukrainians must receive a one-time payment of UAH 100,000. If a person has been deprived of liberty for two or more years, the amount of financial assistance will be higher. Thus, for each year of captivity, the state will allocate an additional UAH 100,000.

Who can receive financial assistance?


Both military personnel and civilians who have been released from captivity can receive financial assistance. 

In addition, relatives of those who are still deprived of their liberty can apply for annual cash payments (additional UAH 100,000):

  • Spouse, in their absence - adult children who lived with the prisoner;
  • A legal representative (guardian, trustee) or adopter of a minor child or a person with a disability since childhood;
  • A dependent person or parent (if the prisoner is unmarried and has no children).
