While travelling outside Ukraine, anyone can face an unpleasant situation that may result in the discovery that they have accidentally lost their passport documents.


What should Ukrainians who have lost their passport abroad do is described below.


What to do if you lose your passport abroad?


In most countries, the procedure for applying to the competent authorities in case of passport loss is the same. In particular, once you have found out that the document has gone missing, you should take the following steps:


- Immediately go to the nearest police station to file a report. It is recommended that you indicate in the application all visas and stamps that you have received in your passport in the country of your stay (if applicable). Promptly contacting the police is also important to prevent possible misuse of your document;

- Obtain a copy of the protocol or a certificate of temporary absence of a foreign passport, which will be issued after the application is accepted;

- Use this certificate to contact the nearest diplomatic or consular mission of Ukraine. To receive assistance, you will need:


- a police report on the loss of your passport;

- two passport-size photographs;

- copies of documents or other materials that can prove your identity.


At the consulate, you can get a new passport or identity card to return to Ukraine. It is important to understand that a return identity card is a temporary document with a limited validity (usually up to 30 days), so you should organise your return as soon as possible.


- Upon returning home, you must contact the State Migration Service (SMS) to report the loss of your document and obtain a new one. To do this, you will need:


- internal passport of a citizen of Ukraine;

- a receipt of payment for the service.


An urgent document is issued within 7 working days, and a non-urgent document - within 20 working days.


We also recommend that you prepare in advance for possible unforeseen situations:


- Keep the useful contacts of the Ukrainian embassy or consulate in the country you plan to visit. They can be found on the official website of the Ministry of Foreign Affairs of Ukraine, in travel apps or local tourist information centres.

- Make copies of the main documents (including electronic copies) and keep them separately from the originals. In particular, keep your passports (international and domestic) separate from each other.


If you can't find the consulate's contact details online, contact your local government or police to help you get in touch with the Ukrainian diplomatic mission.


Please note! You can apply for or restore lost passport documents at any unit of the SMS, regardless of the place of registration.

Where can I get a passport abroad?


Ukrainians can apply for a passport in two ways: through the diplomatic missions of Ukraine or through the Passport Service centres in Poland, the Czech Republic, Germany, Spain, Slovakia and Italy.


Please note that according to the Resolution of the Cabinet of Ministers of 16 August 2024 No. 932, automatic verification and verification of information about conscripts, persons liable for military service and reservists was introduced. In order to obtain a new passport or an identity card for return, men aged 18-60 are required to have an up-to-date military registration document and to be checked through the Oberig system, which confirms the validity of their military documents.


What documents are required to obtain a passport outside Ukraine?


1. A military registration document with an up-to-date VIN-code for men aged 19-60 years and the availability of up-to-date information in the Oberig register;

2. The previous passport to be exchanged (if the passport is not issued for the first time) + a copy of the 1st page + a copy of the page with consular registration + a mark of permanent residence (if any);

3. Internal passport of a citizen of Ukraine in the form of a booklet or ID-card + copy (in case of impossibility to submit an internal passport, a birth certificate is submitted) + copy;

4. A document confirming permanent residence or temporary stay abroad + a copy, as well as a document confirming the registration of the place of residence abroad;

5. Certificate of residence registration in Ukraine + copy;

6. Certificate of assignment of the registration number of the taxpayer's account card (RNOKPP; if available) + copy.


It should be noted that in the case of issuing a passport to replace a lost/stolen passport, the application must be accompanied by a document (protocol, certificate, etc.) issued by the competent authority of the state in which the passport was lost or stolen, confirming that the owner has applied for its loss or theft. Such a document must be submitted without legalisation and translation into Ukrainian.


How to avoid problems in case of passport loss?


To minimise the consequences of losing a document abroad, you should follow these tips: write down the contacts of the Ukrainian consulate in the country of residence in advance, make printed and electronic copies of your passport and keep them separately from the original. In case of loss of documents, you should contact local law enforcement and diplomatic missions of Ukraine as soon as possible.


Losing a passport abroad is an unpleasant but solvable problem. The main thing is to promptly contact the police, obtain the necessary documents and contact the diplomatic missions of Ukraine.
