Which factor prevents Ukraine from fighting more effectively against russia: what Ukrainians think
One in three Ukrainians often encounters information about problems in the Armed Forces that prevent the military from performing their duties effectively. Find out what Ukrainians consider to be the main problem in this regard
During the full-scale war, Ukraine faced many problems that directly or indirectly prevented it from resisting the russian invasion more effectively. These include corruption and a lack of ammunition. We will describe which problem Ukrainians named as the main one below.
A sociological survey on this issue was conducted by the Democratic Initiatives Foundation and the Kyiv International Institute of Sociology with the support of the Prague Civil Society Center.
To the question "How often do you come across reports or news about problems in the Armed Forces that prevent the military from effectively fighting the enemy?", almost 30% answered "very often", and another 31% - "often". In the survey, only 2.6% of all respondents were active military personnel.
What do Ukrainians consider to be the main problems?
Ukrainians consider corruption in procurement for the army to be the main cause of the problem, according to 61.7% of respondents.
Also, more than 58% of citizens believe that the effectiveness of the Ukrainian resistance is affected by the "lack of ammunition."
What other factors affect the effectiveness of the Ukrainian army, according to citizens?
- Lack of critical equipment (drones, communication systems) for units on the front line - 54%;
- corruption and incompetence in military enlistment offices - 53.8%;
- lack of armored vehicles on the front line - 51.7%;
- incompetent leadership at the grassroots level 27.3%;
- unsatisfactory level of training and preparation of mobilized persons 22.1%;
- incompetent leadership at the highest level 20.6%;
- poor organization of evacuation of the wounded 20.5%.

Who do Ukrainian citizens consider responsible for the delay in solving problems?
Given that more than 77% of Ukrainians believe that "the president is directly responsible for corruption in the government and military administrations," it can be assumed that officials who do not fulfill their duties are also a stumbling block to a more effective fight against the enemy.
At the same time, Ukrainians believe that the key role in providing the military at the front is played by:
• ordinary volunteers (59.8% of respondents)
• large volunteer foundations (53.1%);
• foreign states - allies of Ukraine (48.1%);
• soldiers themselves at their own expense (42.8%);
• government (25%);
• business (14.4%).
In addition, respondents supported the idea of replacing corrupt officials with veterans. 72.9% of respondents were in favor of dismissal from the Armed Forces with payment of all due compensation for treatment and rehabilitation, and 46.3% were in favor of transferring them to positions in military enlistment offices instead of the current employees.
