The two-day negotiations on the Ukrainian peace formula in Saudi Arabia did not result in a breakthrough, but Western experts emphasize that some of the results are worthy of attention.

The meeting of representatives of 40 countries in Jeddah is the second round of discussions on the peace plan proposed by Ukraine. The first round took place in June 2023 in Copenhagen. However, the second meeting had almost three times as many participants, including China, India, Brazil, South Africa, Indonesia, Japan, Chile, and other countries. According to the final communiqué, consultations will continue in the future, but there are no specifics on other joint actions.


What was discussed during the meeting in Saudi Arabia?


According to the Head of the Office of the President of Ukraine Andriy Yermak, who headed the Ukrainian delegation to Jeddah, the consultations were very productive and despite the fact that all countries have different views, they all showed respect for Ukraine's sovereignty and territorial integrity.


"We had very productive consultations on the key principles on which a just and lasting peace should be built. We had an extremely honest, open conversation, during which representatives of each country could voice their position and vision. There were different views, but all those present demonstrated their countries' commitment to the principles of the UN Charter, international law, and respect for the sovereignty and inviolability of the territorial integrity of states. And it is on these principles that President Zelensky's peace formula is built, which we have described in detail," Yermak emphasized. 


The details of the meeting were not disclosed; the final communiqué only states that the participants will continue discussions to achieve justice and peace in Ukraine.


What was the breakthrough in the Saudi talks?


Both Ukrainian authorities and Western experts consider China's participation in the peace talks to be a breakthrough and a historic victory. After all, during the first meeting, there were no Chinese representatives among the participants. Moreover, according to Li Hui, the government's special representative for Eurasia, China shares common principles and views with Ukraine, despite the fact that their positions on many issues may differ.

In addition, it is also significant that during the last meeting, there were no those who categorically opposed the Ukrainian peace formula. According to The Wall Street Journal, the negotiators were more interested in reaching a consensus. It is noted that Ukraine did not insist on the adoption of its own peace plan, and other countries did not demand that it be abandoned. That is, for the first time since the presentation of the Ukrainian peace formula, no one objected or advocated refusal to participate in the plan. Thus, as a result of the consultations in Jeddah, Ukraine did not abandon any of the 10 points of its plan, and most countries supported the Ukrainian formula inclusive of all points.


russia's reaction to the Saudi talks


There were no representatives of russia at the meeting in Saudi Arabia, but moscow did not hesitate to respond and said that it considered the conditions and proposals discussed during the consultations unacceptable. russian presidential spokesman Dmitry Peskov said that there were no peace agreements with Kyiv and that military operations would continue.

Other russian officials were less categorical in their comments. In particular, russian Foreign Ministry spokeswoman Maria Zakharova said that russia "took note of the results of the talks."


However, "according to a good tradition," russia has already managed to spread disinformation that Ukraine allegedly agreed to peace talks with russia until the de-occupation of all Ukrainian territories, citing an article by The Wall Street Journal, but the publication did not cite any such theses. The Ukrainian government also denied this statement.
