Electronic register of persons liable for military service Oberih: what will the new military registration system bring?

On Tuesday, January 16, after lengthy discussions and hundreds of amendments, the Verkhovna Rada of Ukraine passed Law No.10062 on improving the Unified Electronic State Register of Conscripts, Persons Liable for Military Service and Reservists "Oberig", which provides for the introduction of a full-fledged electronic circulation of persons liable for military service in Ukraine.

What is the electronic register of persons liable for military service Oberig?
The Unified Electronic Registry of Persons Liable for Military Service "Oberih" is a state register containing information on all conscripts, persons liable for military service and reservists aged 17 to 60.
Data for this registry is collected from many other government agencies, including the Ministry of Finance, the Ministry of Internal Affairs, the Ministry of Education and Science, the Pension Fund, the Ministry of Health, the Ministry of Social Policy, the State Border Guard Service, and others. The Ministry of Defense, the Security Service of Ukraine, intelligence and operational command agencies, and the TCC will have access to this data.
What data will be entered into the electronic register of persons liable for military service?
The list of personal data that will be included in the register has been expanded to include the following:
– full name, place and date of birth, gender;
– contact phone numbers and e-mail addresses for communication;
– information about the place of residence/stay;
– information on marital status of the person and his/her family members;
– details of the passport of the citizen of Ukraine and the passport of the citizen of Ukraine for traveling abroad;
– registration number of the taxpayer's account card;
– information on citizenship;
– information on employment (company code, place of work, position);
– information on education and specialty;
– information on the status of a war veteran;
– information on documents confirming the death of a person or the recognition of a person as dead or missing;
– information on the recognition of a person as incapacitated (restoration of legal capacity);
– information on criminal prosecution, etc.
The register will also contain service data, including information on service, participation in combat operations, military rank, military specialty, degree of fitness for military service for health reasons, etc. And data on the need for manning the Armed Forces of Ukraine and other formations.
At the same time, according to the text of the law, the consent of conscripts, persons liable for military service and reservists to the processing of personal data for the purposes of the register is not required.

Why was the electronic registry introduced and what will change for Ukrainians?
The Ministry of Defense of Ukraine notes that the adoption of this law is critically important for the country, as electronic military registration "unlocks the digitalization of the Ukrainian army and will allow it to act more mobile and efficiently both on the battlefield and in the rear."
In addition, the Defense Ministry explained that the adoption of the law will allow:
– release air defense assets that currently protect national data centers from missile attacks;
– accelerate and expand the access of the Ukrainian Defense Forces to allied intelligence;
– accelerate the development and deployment of new combat systems and electronic services for the army;
– strengthen data protection against cyberattacks;
– to realize the possibility of providing online services to the military;
– create a common portal of electronic services for military personnel and persons liable for military service.
The main goal of the new law is to digitalize the army and expand opportunities to provide online services to military personnel. Therefore, it is expected that Ukrainian soldiers will be able to receive a number of public services in an electronic format, in particular, the Ministry of Defense emphasized that one of these procedures is obtaining the status of a combatant.
