Who needs to update their military registration data in the TSC and how to do it?

The President of Ukraine has signed a new law that provides for a number of changes in mobilization processes. From now on, persons liable for military service will be able to update their data both during personal visits and online. The new law on mobilization comes into force on May 18. According to its provisions, all citizens of Ukraine liable for military service must update their data in the Military Registration and Enlistment Office within 60 days. Here's how to do it and whether it is possible to update the data without a personal visit to the military registration and enlistment office.

Who has to update military registration data in the CMC?


The law explicitly states that all citizens are obliged to update their data. Therefore, women who are registered with the military (and those who are studying medicine/pharmacy) must also do so.


Starting from May 18, the following groups of people are obliged to update their data in the CC within 60 days:

1. Conscripts aged 17 to 25 who have a certificate of registration;

2. Persons liable for military service aged 25-60 who have a temporary certificate or military ID card;

3. Women with medical and pharmaceutical education who are registered with the military.

Thus, within 60 days, absolutely everyone must update their military registration data in the TCC. This is not affected by the status of a person liable for military service or the existence of grounds for deferral. A fine may be imposed for violation of military registration in the CCM even in absentia, without the presence of the violator.


Who does not need to update their military registration data in the CCM?


Citizens who have been excluded from military registration do not need to update their data. According to the provisions of the new law, the following cases are subject to this clause:

1. Termination of Ukrainian citizenship;

2. Being declared unfit for military service;

3. Reaching the age limit for being in the reserve.

As lawyer Anton Marynych noted in a commentary to RBC-Ukraine, if a person updated his or her data before the new law came into force on May 18, he or she must update it again, even if there are no changes.

How can I update my data at the military registration and enlistment office?


You can update your data at the territorial center of recruitment and social support (TSC and SS). You can also contact an administrative service center (ASC).

In order to update your military registration data, you must provide the following set of documents:

1. Passport of a citizen of Ukraine;

2. Identification code;

3. Military ID card or temporary certificate;

4. Certificate of education;

5. Medical documents (if any).

If a person wishes to serve as a driver, he/she must also provide a military ID of the appropriate category.

If you have a deferral from mobilization, you must bring the relevant supporting document with you during the visit to update your data. If your medical documents are not available in the Helsi system, you should also bring them with you. If you have a disability, you must take a certificate from the Medical Service of Ukraine.

Is it possible to update data in the TSC without personal visits?


On May 18, the electronic conscript's office will be launched. This will allow persons liable for military service to update their personal data online.

To do this, you need to download the mobile application, log in and fill in the required fields (phone number, email and actual address of residence).

The special application is currently being developed. As a result, after authorization and filling in these 3 points, a person will immediately be able to receive information from the Oberig database and view the data available in the register.

If necessary, representatives of the territorial recruitment center will contact the person liable for military service on their own.


Do persons with the right to deferment need to update their data in the TSC?


Civil servants with reservations must update their military registration data in the TSC or in their electronic cabinet. 

According to the new law, which comes into force on May 18, every person liable for military service must update their data. There are three possible options: apply to the CCC, ASC or do it yourself in the electronic office of the person liable for military service.

Having the right to deferment does not exempt you from the need to update your military registration data, said Dmytro Lazutkin, spokesman for the Ministry of Defense of Ukraine, during a national telethon.
