How often do drivers from Ukraine get into traffic jams abroad: a study by the MTIBU
The MTIBU Directorate held a seminar-meeting to analyze the current situation with regard to insurance claims abroad and identify the main causes of losses under international insurance contracts. Driving a car always entails certain risks. The likelihood of getting into an accident abroad increases significantly, as drivers have to travel on unfamiliar roads. Other possible reasons include differences in traffic laws in different countries, cultural and climatic differences. All these factors directly affect driving safety.
The Motor Transport Insurance Bureau of Ukraine has published up-to-date statistics from its latest study showing how often Ukrainian drivers get into accidents abroad.
Earlier we reported that the European Union has decided to expand the rules of fines for foreign drivers on its roads.
Statistics on the frequency of road accidents abroad
According to the latest data as of May, the MTIBU received 2715 reports of road accidents caused by Ukrainian drivers abroad in 5 months of 2024. That is, every month about 545 drivers from Ukraine get into accidents and apply for compensation under the terms of Green Card insurance.
The Green Card is an international policy of civil liability for drivers. If you do not have this certificate, you will simply not be allowed to enter another country at the border. Such a policy will cover the losses of victims of an accident caused by your fault.
If an accident occurs and the driver does not have a Green Card for the car, he or she risks spending tens of thousands of euros on car repairs and compensation for the treatment of the victims. And it should be borne in mind that in some countries, including Europe, there are no limits on compensation for damages. This means that the culprit of the accident will be obliged to support the victims for life.

Compared to 2023, the number of accidents caused by Ukrainian drivers abroad decreased by 8%. But this figure is still quite high.

In which countries do Ukrainians most often get into road accidents?
Poland has become the leader in the number of road accidents involving Ukrainian drivers. This may be due to the fact that since the beginning of the full-scale invasion, this country has received the largest number of refugees from Ukraine. Poland accounts for 34% of road accidents (2008).
Germany took the second position in this rating. This country accounts for 16% of accidents (965 accidents). Third place belongs to Romania, which accounts for 7% of the total number of accidents involving Ukrainians, i.e. 308 cases. The Czech Republic, Italy, and Spain round out the list of “leaders.”
The MTIBU reports that 98% of accidents resulted in no casualties, and all victims suffered only minor injuries.

Which vehicles do Ukrainians most often get into accidents abroad?
According to the published data from the Motor Transport Insurance Bureau of Ukraine, drivers of cars (76%) and trucks (21%) are most often involved in road traffic accidents. Rather rarely, drivers of buses (2%) and vehicles with trailers (1%) were involved in accidents.
The most common causes of accidents include ignorance of local traffic rules and insufficient experience of driving abroad. As for truck drivers, the most common reasons are fatigue, long distances, and vehicle malfunctions.
Since buses travel on regular routes, the risk of meeting an unfamiliar road is minimal in such cases.

What compensation could drivers receive under an international insurance policy?
According to the MTIBU, 5248 claims for compensation were paid in 2024, with the total amount of insurance coverage under the mandatory Green Card policy amounting to EUR 16.6 million.
If the drivers did not have an insurance policy, they would have to bear the full cost of the claims. If we divide the total amount, we can determine that each culprit of the accident managed to save at least 3,200 euros.
The absence of any of these documents may be grounds for refusal of entry. In the absence of mandatory international insurance, the driver may be fined and, in some cases, banned from further entry into the country.
