EU expands rules for fining foreign drivers: what you should know

The European Union has decided to expand the rules of fines for foreign drivers on its roads. This initiative has a significant impact on everyone who travels by car in the EU. Find out more about the changes introduced by

From now on, drivers who violate traffic rules abroad must pay a fine in their home country. This became possible due to new EU rules approved by the European Parliament.


The relevant law also expands the list of violations subject to punishment abroad.


Here's what foreigners will have to pay a hefty fine for abroad.

Fines for foreign drivers abroad: details


Approximately 40% of international traffic violations go unpunished, so MEPs have updated the rules to improve cooperation between EU countries in finding and punishing foreign offenders. National authorities are now required to respond to requests from other EU countries no later than two months in advance.


The country of residence of the offender may take over the collection of the fine if the amount exceeds EUR 70 and has not been paid after exhausting all legal options. The updated rules are aimed at improving road safety and effectively punishing violators from abroad.


Drivers will receive information about fines, including the appeal procedure. A ban on the use of private companies to collect fines will protect drivers from fraud and personal data leakage.

The new law expands the list of violations subject to punishment


The updated rules expand the list of violations that are prosecuted abroad. Dangerous parking, dangerous overtaking, crossing a solid line, and hitting a person have been added to speeding, driving under the influence of alcohol, and failure to stop at a red light.


According to the new law, the EU country where the violation occurred has 11 months to issue a notice of the offense. The notice must contain the time, circumstances of the violation and information on how to appeal the fine.


At the initiative of MEPs, private entities will not be able to help collect fines for traffic violations from foreign drivers after two years from the date of implementation of the law.


To increase transparency, the European Commission will create a web portal that will contain the rules, appeal options and information on the amount of fines.
