Given the large number of displaced persons from Ukraine, EU countries and other states have developed support programs to help Ukrainians integrate into new communities. In 2024, foreign countries continue to provide asylum to Ukrainian refugees. In particular, META.UA turned to Inna Dashyvets, an expert on Ukrainian culture, to determine the best countries for emigration in 2024.

Which countries offer the best conditions for refugees from Ukraine?
Since the beginning of the full-scale invasion of Ukraine, the European Union has hosted more than 4 million Ukrainian refugees. Despite the significant influx of refugees, EU countries continue to support those in need.
Top countries offering temporary accommodation and comfortable living conditions
Germany remains the leader in terms of the number of Ukrainians accepted. As of March, about 1.65 million Ukrainians were registered in the country.
Germany provides free social housing, financial assistance, access to the labor market, social, medical and educational services, as well as language courses.
In addition, funds are provided for furniture and school supplies, health insurance, housing and part of the utility bills. The developed economy and stable labor market facilitate employment of newcomers.
More than 40 thousand Ukrainians have found temporary shelter in Denmark. The country offers free education for schoolchildren and partial compensation for kindergartens, which is important for families with children. Locals actively support Ukrainians, helping them integrate faster.

More than 77 thousand Ukrainians live in Romania. The country offers a simple legalization and employment procedure. Although there is no state financial support, charitable organizations provide the necessary assistance.
Reasonable rental prices and the possibility of quick employment make Romania an attractive option.

Lithuania has granted residence permits to more than 74 thousand Ukrainians. The country provides financial assistance, free medical and educational services, as well as social housing.
Ukrainians can immediately find employment without waiting for a residence permit and use free public transportation.
