Fuel prices, mobilisation and pensions: the main changes for Ukrainians from 1 July
The second month of summer will bring some changes for Ukrainians, which will affect the financial situation of citizens and other aspects of life. Find out what changes to expect from the first days of July and throughout July
From 1 July 2024, Ukrainians will face important changes in various social spheres. They will affect citizens of different categories and ages. We tell you what to expect from the first days of the second month of summer.
PENSION
In July, the size of the pension will increase for people who will be 70, 75 and 80 years old during the month. However, there is a condition - the pension should not be higher than 10 340,35 UAH.
The age increment is paid as follows:
▪️ persons who have reached the age of 70 until reaching the age of 75 - in the amount of up to UAH 300;
▪️ persons who have reached the age of 75 until reaching the age of 80 - in the amount of up to 456 UAH;
▪️ persons who are 80 years old and more - in the amount of up to UAH 570.
MOBILISATION
Booking
With the beginning of the new month, the Dii plans to launch the booking of military conscripts. As the Minister of Digital Transformation said, this process will be significantly accelerated and citizens will not need to submit paper applications, collect signatures and wait weeks for the result.
In the first phase, critical enterprises and companies working for the Defence Forces will be able to book their employees online. The manager will receive a reply about the booking in Dii, and the person will have their information updated in Reserve+. By the way, at the end of June, the status of reservations from mobilisation appeared in Reserve+.
Subpoenas by mail
A little later, from 18 July, summonses will be sent to Ukrainians subject to military service by mail. Such subpoenas will automatically be considered served.
"A registered letter arrives, a person either receives it under signature, or refuses, again, under signature. Or the letter is returned and thus it is considered that it was delivered... If the person was not physically on the spot and the letter is returned, then the mechanism of administrative offence is launched," explained the speaker of the Ministry of Defence Dmitry Lazutkin.
Also on 18 July the deadline for men of mobilisation age to update their data without penalty ends. After this deadline, those who have not had time to update their data will start issuing fines.
In addition, from 1 July, Ukrainian part-time students and those who receive a second or third higher education can be mobilised.
Military registration for women
Medical women are obliged to register until 16 July. The rest - at will.
Who needs to register? Holders of specialisations:
- physical therapy;
- medical and psychological rehabilitation;
- public health;
- physical rehabilitation;
- industrial pharmacy;
- pharmacy;
- sanitation and expertise;
- dentistry;
- medicine;
- nursing;
- medical diagnostic and treatment technologies;
- biomedical engineering;
- biotechnology and bioengineering;
- pathology professionals;
- toxicology;
- pharmacology;
- physiology and epidemiology.
Women liable for military service receive a conscription certificate, without which they will not be able to find employment. If they fail to do so by the specified date, they will face a fine of 17,000 to 25,500 hryvnias for failure to report to the TCC, the same as men. Their employers are also obliged to monitor the registration of female employees.

SUBSIDY
In connection with the increase in electricity tariffs, the amount of housing and communal subsidies and benefits will be transferred automatically, notes the Ministry of Social Policy. That is, there is no need to apply anywhere additionally.
The subsidy is provided if the family pays more for utilities than the mandatory payment determined for it. The size of the mandatory payment remains unchanged. That is, in fact, you will have to pay as much as you paid before the increase in tariffs. The difference will be compensated by the state.
FUEL PRICES
The Verkhovna Rada adopted in the first reading the law stipulating that from 1 July 2024 the cost of petrol and diesel for consumers - both for industry and for individuals at petrol stations - will increase sharply. So petrol will rise in price by at least 1.5 UAH/litre, and diesel fuel - by 2.0 UAH/litre. This was reported by the expert on the fuel market Sergey Kuyun.
Since the beginning of the war fuel taxes have been raised twice. The first time in the summer of 2022 raised fuel taxes to 7% VAT and excise duty - up to 100 euros per 1 thousand litres. The second time was in July 2023: then fuel excise taxes were set at a range of almost 140 euros to 213 euros and 20 per cent VAT. In May 2022, the cost of fuel averaged 25 UAH/litre. Now it is almost 60 UAH.
SUPPORT FOR UKRAINIANS IN POLAND
The Polish Sejm has supported amendments to the law on assistance to Ukrainian refugees. According to the new provisions, the status of temporary protection for Ukrainian refugees was extended until 30 September 2025. In addition, access to medical services, family and social benefits from ZUS (social insurance institution) was extended.
