How to pass the driving test and get a driving licence in Ukraine in 2024

The driving test can be quite nerve-wracking for many people. However, if you prepare in advance and find out how the training takes place and what you need to be prepared for, this process will not be so difficult. We'll tell you more about driving schools, exams, and the cost in 2024 below.
What do you need for a medical examination at a driving school?
To begin with, every future driver needs to pass a mandatory medical examination. Depending on the rules of the chosen driving school, students must provide an extract from the medical examination before they start studying or during the theoretical training.
The medical examination for admission to the driving test includes:
● ECG;
● eye examination
● examination of the vestibular system;
● general tests;
● examination by doctors: ophthalmologist, psychiatrist, narcologist, neurologist, otolaryngologist, surgeon, gynaecologist (for women), therapist.
How to choose a driving school
To begin with, we advise you to collect reviews of driving schools in your city, study the negative and positive experiences of past students.
You should also pay attention to the cars that are usually used for training.
Some schools offer a tuition fee payment by instalments, so if you need this feature, we advise you to clarify this point in advance.
Please note that it is better to check the school's documents to avoid unpleasant situations. A driving school must have two main documents: a licence for educational activities and a conclusion from the Ministry of Internal Affairs on the preparation of the teaching and methodological base.
To enrol in a driving school, you need the following documents:
● a statement of intent to study and the desired category;
● residence permit;
● original passport and a copy of the TIN;
● 5 photos of 3×4 size;
● medical certificate;
● certificates from a narcologist and a psychiatrist.

Theoretical training and practical classes
Starting from 22 November 2023, Ukrainians planning to obtain a driving licence can study theory not only at a driving school, but also on their own and pass the theory test on an equal footing with other students. We tell you how to pass the theory test without a driving school here.
However, according to the rules, applicants for a driving licence in Ukraine are required to undergo practical training at a driving school, which can be divided into several stages.
The first stage involves performing exercises at a special site (driving range). At this stage, the future driver will learn basic practical skills:
● turning in a tight space;
● parallel parking;
● reversing into a garage;
● exercises on a flyover.
The second stage is driving in urban environments. The driving school instructor chooses routes of varying difficulty, gradually increasing the load on the student. At first, it's driving on lightly trafficked roads, where the student consolidates the ability to stay in their lane and not interfere with other road users. Next, the driving takes place on routes with more intense traffic, complex intersections and junctions.
The final stage is driving in the city centre, where there is a dense flow of cars, a large number of traffic lights and signs. By this point, the student already has the necessary knowledge and skills to drive confidently in difficult conditions.
It is worth noting that during the practical training at the driving school, the instructor devotes a proper amount of time to exercises on the site and driving in the city, as these skills will be key to passing the exams and driving safely on the roads.
After passing the internal practical test at the driving school, the student will be allowed to take the exam at the Ministry of Internal Affairs.
Passing the driving test
You can register for the exams through the electronic queue or through the terminals located in the service centres of the Ministry of the Interior.
Documents required:
● Passport of a citizen of Ukraine;
● TIN (paper document, in the Diia app or indicated on the ID card);
● information about the place of residence;
● medical certificate for drivers (form 083/о);
● a receipt for the examination fee.
Theoretical driving test
The exam is held in an exam classroom. The future driver has to answer 20 questions in 20 minutes. Keep in mind that in order to pass the test, the student must make no more than 2 mistakes.
In case of failure, the student is entitled to an unlimited number of attempts, but the theory test can be taken again no earlier than 10 days later.
Practical driving test
An important part of the process of obtaining a driving licence in Ukraine is the practical test, which is conducted on pre-agreed routes.
The practical test is considered passed if:
● The number of typical mistakes made does not exceed three. Typical mistakes include failure to obey traffic signals, violation of markings, speeding, etc.
● The student did not create a dangerous situation. This means that he/she did not force the examiner or instructor to intervene in the driving to prevent an accident.
● The student did not refuse to complete any of the test exercises.
Upon successful completion of the exams, the student will be awarded an event certificate.
Every driver in Ukraine should be aware that it is mandatory for all vehicles in the country to have a motor third party liability insurance policy.
A valid motor third-party liability insurance policy (MTPL) is a guarantee of compensation for damages in the event of an accident. On the Visit Ukraine portal, you can buy a motor third party liability insurance policy from a licensed insurer. Packages with a deductible of UAH 3200, UAH 1600, and UAH 0 are available.
How much does it cost to pass the driving test in 2024?
● Medical examination - can range from UAH 350 - 500;
● The average price for driving school tuition is UAH 12,500 - 22,600. Keep in mind that prices may vary depending on the region, the school itself and other conditions;
● Theoretical test at the Ministry of Internal Affairs - UAH 250;
● Theoretical exam at the Ministry of Internal Affairs - 420 UAH;
● Production and issuance of a driving licence form - can reach UAH 550.
