A driving licence issued for the first time in Ukraine remains valid for the first 2 years. After this period, the document is considered invalid, so it must be replaced. In which cases the replacement of a driving licence will go smoothly, and when it is necessary to take the exam again, how much it costs to get a permanent licence and where to go for this, we will tell you further in the article.
Replacing a temporary driving licence with a permanent one
After successfully passing the theoretical and practical exams, the student receives a licence valid for 2 years. However, it is important to note that during this period, the driver is granted only two ‘rights’ to violate traffic rules. In the event of a third offence, the driver will be forced to re-take the exams to obtain a new licence.
The procedure for taking the driving test can be quite nerve-wracking for many people. There are three ways to exchange a temporary driving licence for a new one:
● in person at any service centre of the Ministry of Internal Affairs;
● online through the Driver's Electronic Account;
● online in the state application Diya.
What documents are required to replace a temporary licence at a service centre of the Ministry of Internal Affairs?
● passport of a citizen of Ukraine or other identity document;
● taxpayer registration number (TIN);
● medical certificate (not required during martial law);
● temporary driver's licence;
● receipt of payment for the service.
How much does it cost to exchange a temporary licence for a permanent one?
The price for the service of replacing a licence, a new physical document and the corresponding form is fixed at UAH 515.
However, keep in mind that if you replace the document online through the state application ‘Diia’ or the driver's electronic cabinet, you will be charged an additional delivery fee. The estimated cost is UAH 294.

How to exchange your licence in Diya: step-by-step instructions
● Log in to the app;
● go to ‘Services’, select ‘Driver’ in the drop-down menu;
● select the service ‘Replace driving licence;
● select the reason for the change - ‘Instead of the one issued for the first time in 2 years’;
● select the type of licence (digital + plastic or digital only);
● choose the delivery method (pickup from the MIA service centre, delivery to a Ukrposhta branch or delivery by Ukrposhta courier);
● leave contacts for receiving the document;
● sign the application.
Please note that you must pay for the replacement service via Diia within 10 minutes.Otherwise, the order will be cancelled.
