Car customs clearance is a complex process involving the preparation of the necessary documents and payment of customs duties when importing a vehicle into Ukraine. This procedure is mandatory for all cars, regardless of their age, make and country of origin. More details on the procedure and the algorithm for calculating the price are provided in the article.
Customs clearance of a car imported from abroad
First, you need to draw up a preliminary customs declaration, which is drawn up before crossing the border and contains information about the car, the owner and the cost. Based on this document, the car will be allowed to enter the territory of Ukraine for further customs clearance.
According to the law, the driver has 10 days from the moment the foreign car enters the territory of Ukraine to transport it to the customs post for customs clearance.
Before starting the clearance procedure, it is necessary to obtain a certificate of conformity for an individually approved wheeled vehicle, which will contain all information about the vehicle.
To successfully complete customs clearance, you must pay excise tax, customs duty and VAT.
After completing all the documents and paying the necessary bills, the car must be registered at the service centre of the Ministry of Internal Affairs.

Keep in mind that immediately after registering a car, you need to take out compulsory car insurance. Motor third party liability insurance (MTPL) is a Ukrainian insurance policy that compensates victims of road accidents. Therefore, when importing a car from Europe, you need to take this point into account and immediately take out a Ukrainian car insurance policy. On the Visit Ukraine portal, you can buy a CTP policy from a licensed insurer. Packages with a deductible of UAH 3200, UAH 1600, and UAH 0 are available.
Car customs clearance calculator: how to calculate the price?
To calculate the price of car customs clearance, you need to use a calculator.
To get the exact amount you will need to pay, you need to enter the following data:
● type of engine (petrol, diesel, electric, hybrid);
● age of the car (new or used for up to 5 years or more than 5 years);
● the cost of the car and the currency in which the payment was made;
● engine displacement;
● year of manufacture of the car;
● country of origin of the vehicle.
You should also indicate if you are eligible for preferential registration under Laws 1402-IX and 1403-IX.
In addition to the excise tax, when customs clearing a car, you must additionally pay a duty in the amount of 10% of its declared value (0% for electric cars) and VAT, which is 20% of the sum of the car's value, duty and excise tax.

What documents are required for customs clearance?
● A copy of the passport of a citizen of Ukraine;
● TIN;
● if the car is imported by a third party, a power of attorney, passport, TIN;
● car purchase and sale agreement;
● technical passport (main and transit);
● invoice;
● certificate from the manufacturer;
● certificate of conformity of an individually approved wheeled vehicle;
● a copy of the export customs declaration;
● a copy of the car payment receipt;
● Green Card insurance policy for crossing the Ukrainian border.
