Changes in the rules for issuing passports in Ukraine and abroad: new rules from August 19, 2024
Starting from August 19, 2024, Ukrainians will be able to simultaneously apply for domestic and foreign passports under the new rules. Learn about other important changes that simplify the process of obtaining documents for Ukrainian citizens
On August 19, 2024, updated rules for issuing Ukrainian passports and passports for traveling abroad will come into effect. These changes became possible after the adoption of the Law “On the Unified State Demographic Register and Documents Confirming Ukrainian Citizenship, Identity or Special Status”, which was signed by President Volodymyr Zelenskyy in June 2024. The changes are intended to make the process of issuing documents more convenient and faster.

Issuing passports simultaneously
One of the key changes is the ability to simultaneously issue or exchange an internal passport and a passport for traveling abroad. Previously, this service was not available, but now it has been restored. In case of simultaneous issuance of both documents, a single administrative fee will be set:
1. 20 working days: UAH 908.4 (0.3 of the subsistence minimum);
2. 7 working days: UAH 1816.8 (0.6 of the subsistence minimum).
Permanent passports for persons over 65 years of age
There is also an innovation for Ukrainian citizens over 65 years of age: their internal passports in the form of ID cards will no longer need to be renewed every 10 years. These passports will be valid indefinitely, which will make life much easier for the elderly.

Reduction of the period for issuing an ID card
Another important change is the shortening of the period for the expedited issuance of a passport of a citizen of Ukraine in the form of an ID-card. From now on, this process will take up to 7 business days instead of the previous 10. It is important to note that similar terms have been set for issuing an ID-passport for the first time, which previously could take up to a month.
Issuing passports abroad
For those who are outside of Ukraine, the timeframe for issuing domestic and international passports has been changed. From now on, the issuance process should not exceed 3 months, which will significantly improve the convenience for Ukrainians living abroad.
