How to issue a passport outside Ukraine in 2024?

Ukrainians can issue a foreign passport abroad. In some countries, the Centres of the State Enterprise "Document" or diplomatic missions will help in solving the issue. Find out how, where and for what it is possible to issue this document

There are cases when Ukrainians need to obtain a passport to travel abroad while outside the state. To obtain it, it is not necessary to return to Ukraine. On how to do it and what documents to prepare read on.

Where to apply?


If you need to issue a passport and you are abroad, then there are two options where you can address with this issue:

1. To a diplomatic institution of Ukraine.
2. To the Passport Service Centre in Warsaw, Krakow, Gdansk, Wroclaw, Istanbul, Prague, Bratislava, Berlin, Cologne, Munich, Valencia, Madrid and Milan.

When do I need to apply?


Cases when you need to apply for a passport:

        ◦ first receipt;
        ◦ change of surname or first name;
        ◦ expiry of a passport;
        ◦ absence of blank pages in the passport;
        ◦ damage to the passport or its unsuitability for further use;
        ◦ an error in the information entered in the passport.

Validity period of a passport


A passport is issued for four years to persons under the age of 16, and for ten years to persons who have reached the age of 16.

A citizen of Ukraine can apply for his/her first passport at any age, starting from birth.

List of documents


Passports are issued by appointment on the website of the Ministry of Foreign Affairs of Ukraine.

List of documents for persons over 16 years of age:

1. preliminary passport to be exchanged (if the passport is not issued for the first time) + copy of the 1st page + copy of the page with consular registration + stamp of residence permit (if available);
2. internal passport in the form of a booklet or ID-card + copy (if it is impossible to submit an internal passport, a birth certificate is submitted) + copy; 
3. a document confirming permanent residence or temporary stay abroad + copy, as well as a document confirming registration of place of residence abroad. 
4. certificate of registration of place of residence in Ukraine + copy;
5. certificate of assignment of the registration number of the taxpayer's registration card (RNOKPP; if available) + copy;
6. in case of issuing a foreign passport instead of the lost/stolen one, the application shall be accompanied by a document (protocol, certificate, etc.) issued by the competent authority of the state where the passport was lost or stolen, confirming the fact of the owner's application regarding its loss or stolen. Such document is submitted without legalisation and translation into Ukrainian.

In case of passport issuance in connection with the change of personal data (surname and/or name), the application shall be accompanied by a document confirming such change (certificate of marriage, divorce, court decision, etc.). At the same time, the issuance of a foreign passport for a new surname and/or name must be preceded by the re-issuance of an internal passport (ID-card). 

In case the applicant has not been previously issued an identity document confirming the citizenship of Ukraine and/or granting the right to leave and enter Ukraine, when applying for a passport to travel abroad for the first time, a certificate of registration of the person as a citizen of Ukraine shall be submitted (except for cases when parents were citizens of Ukraine at the time of his/her birth).

List of documents for persons under 16 years of age:

1. preliminary passport of the child, which is subject to exchange (if available) + copy of the 1st page ( in case of passport registration for the first time, a certificate of registration of the person as a citizen of Ukraine or other document confirming belonging to the citizenship of Ukraine is submitted);
2. for persons under 10 years of age, a photo of 10x15 centimetres in size for scanning a digital image of the face must be submitted;
3. child's ID-card (if available) + copy;
4. birth certificate (a document issued by the competent authorities of a foreign country is submitted with a legalised translation into Ukrainian, certified by an Apostille stamp of the competent authority of the foreign country where the translation was made, or by a Ukrainian notary.
5. document confirming permanent residence or temporary stay abroad (if available) + copy;
6. an identity document of the legal representative and a document confirming the person's authority as a legal representative, including a document issued by an authorised body of a foreign state, confirming the person's authority to represent the interests of the child to issue a passport for travel abroad - in case of submission of documents by the legal representative, except for cases when the legal representative is one of the parents + copy. 
7. A passport can be issued to a child up to 12 years old without his/her presence if a colour photograph of 10x15 centimetres in size is submitted for scanning a digital image of the face.

Term of production and receipt


The period of passport production is from 3 to 20 working days depending on the administrative fee paid by the applicant. Under martial law, the delivery time of a manufactured passport is 6 to 9 days and may be delayed up to 3 weeks.

The foreign document produced and delivered to the Embassy or Consulate is kept in the institution for up to 1 year, after which the unreceived document will be destroyed.

A national or foreign passport issued on the territory of Ukraine can be issued only in person and only by the authority to which the documents were submitted (such documents are not issued through the Embassy).

How much does it cost?


Each country has its own currency, but the prices in the equivalent of hryvnia are almost everywhere the same. For example, in Germany, the total cost of a passport for children under 16 years of age is 37 euros, for adults (aged 16 and older) - 120 euros.
