Ukrainians who have violated the rules of military registration in the military commissariat and are abroad at the same time will be able to pay a fine in the Reserve+ app, said Kateryna Chornohorenko, Deputy Minister of Defence for Digitalisation.


According to the official, the relevant draft law has yet to be adopted by the Verkhovna Rada. She explained that it proposes to make the process of paying fines as convenient as possible. Thanks to the app's functionality, citizens will be able to pay a fine in a few clicks, without having to visit the TCC in person. This is especially important for those who are outside Ukraine.

How do you propose to pay fines in Reserve+?


People who have violated their military registration will be able to apply for consideration of their case, clarify their personal data and pay the fine through the application's Electronic Office of the person liable for military service. This will make the process easier and more accessible even for those who are abroad.


Kateryna Chornogorenko also noted that the current Cabinet of Ministers Resolution No. 932 allows remote military registration for men who are abroad and have not reached the age of conscription. However, this option does not apply to those who have violated the rules of military registration.


The introduction of digital fines could make it easier for young men aged 18-25 to obtain documents and help other Ukrainians abroad avoid having their bank accounts blocked or their property seized.


According to Chornohorenko, passport services abroad are massively refusing to accept documents for issuing or exchanging Ukrainian passports and international passports for men aged 18 who do not have an entry in the Oberig conscription register. That is, those who left before 2022, in particular, to study or after the start of the full-scale invasion, and therefore did not have time to physically register with the MCC. The problem is that these guys can be considered violators of military registration.


The fine can be paid at a discount


If a person initiates the payment of a fine on their own, they will only be able to pay 50% of the amount. For example, for a standard fine of UAH 17,000, the discount will be UAH 8,500.
