On 1 January 2025, a new law on motor insurance came into force in Ukraine, which has sparked lively discussions among drivers. Among the key changes is the possibility of checking the existence of a policy of compulsory motor third party liability insurance (the so-called ‘motor third party liability’) using car cameras.

What does the law provide for?

The new Law No. 3720-IX ‘On Compulsory Insurance of Civil Liability of Owners of Land Vehicles’ introduces a provision according to which car cameras used to record traffic violations can theoretically be used to detect the absence of a motor third party liability policy. It is expected that fines will be imposed not only for speeding or running red lights, but also for the absence of a compulsory insurance policy.

According to the law, the legal owner of the vehicle, not the driver, is responsible for the absence of a motor third party liability insurance policy. The fine for this violation remains the same - UAH 425.

What do the police say?

Despite the innovation, the police denied the possibility of automatic recording of this offence at the moment. According to Oleksiy Biloshitsky, First Deputy Head of the Patrol Police Department, there are no legal grounds for using the auto-fixation system to detect the absence of insurance.

‘The auto-fixation system is not currently adapted to check the availability of an insurance policy. This violation can only be detected if a car is stopped by a police officer,’ Biloshitsky said.

What does this mean for drivers?

Although the law opens up the prospect of automatic insurance verification in the future, in practice such a system is not yet in place. Drivers will still need to have a valid CTPCI policy to avoid a fine when stopped by police officers.

At this stage, the auto-fixation cameras continue to record only traffic violations, such as speeding or running a red light.

We remind you! On 1 January 2025, a new version of the Law ‘On Compulsory Insurance of Civil Liability of Owners of Land Vehicles’ came into force. The new version of the law will, in particular, change the amount of insurance payments.
