As a result of the hostilities, many Ukrainian vehicles were damaged or destroyed. However, such cars remain registered with the owner, and therefore must be deregistered. Find out more about the peculiarities of the procedure for deregistration of unusable vehicles
Unusable vehicles must be deregistered. Although this procedure is voluntary, important formalities should not be neglected.
For Ukrainians whose vehicles have been damaged or completely destroyed as a result of an accident or military operations, a vehicle culling service is available.
In what situations does a damaged car need to be deregistered?
If your car is completely burnt down, damaged and no longer suitable for use, or is located in the occupied territory, you need to contact the nearest center of the Ministry of Internal Affairs with a package of documents and fill out an application.
The following vehicles should be removed from state registration:
1. The condition of the vehicle is not suitable for operation: serious damage due to road traffic accidents or other emergencies, the car cannot be restored;
2. Utilization: rusty and old vehicles that are planned to be sold for scrap or recycling;
3. Export of a vehicle: sale or transfer of a vehicle on a permanent basis abroad;
4. Complete reduction of the vehicle due to military operations or its stay in the occupied territories.
By removing your car from the state registration, you contribute to the correct accounting of vehicles. In addition, the owner will be protected from any legal nuances related to documentation or the use of license plates.

Car culling procedure
The service can be obtained at any Service Center of the Ministry of Internal Affairs by personal application or through an authorized representative within one business day.
The required package of documents:
1. Passport or ID card;
2. To submit documents by an authorized representative, you must also provide a notarized power of attorney;
3. Identification number;
4. Vehicle registration certificate (if any);
5. License plates (if any).
If the owner does not have a license plate or registration certificate for the vehicle, the following algorithm of actions should be followed:
1. Individuals: provide an explanatory note;
2. Legal entities: provide an act of official investigation, a power of attorney issued in accordance with the statutory procedure, a certified copy of the owner's decision, an order to appoint a responsible person, a culling act, etc.

If the owner does not have a license plate or vehicle registration certificate, it is mandatory to provide a resolution of the internal affairs body refusing to initiate criminal proceedings on the fact of theft of a license plate, vehicle registration certificate (technical passport) or a resolution to initiate criminal proceedings.
You can get a refusal if you provide an incomplete package of documents, if the license plate does not match the data provided in the application, or if the vehicle is wanted or under arrest.
The service is provided within one business day from the date of submission of the documents and is free of charge.
Please note that after culling the vehicle registration cannot be restored.
