Since the beginning of the full-scale invasion, many Ukrainians have gone abroad in search of safety and work. However, in the event of a job loss abroad, it is necessary to confirm the insurance (employment) record in order to receive unemployment benefits.

Recognition of insurance period in other countries


Ukraine has international social security agreements with a number of countries, including Poland, Estonia, Latvia and Bulgaria. These agreements provide for the mutual recognition of periods of insurance record, which allows Ukrainians to apply for unemployment benefits in these countries.


The main document confirming the insurance period is a certificate issued by the competent authority of Ukraine.


How to confirm the insurance period in Poland


In order to receive unemployment benefits in Poland, you need to provide the local employment office with the UA/PL form “Certificate of periods considered for the purpose of granting and paying unemployment benefits”. This document contains information about the person's labor activity in Ukraine.


Proof of work experience for Bulgaria


Citizens of Ukraine who apply for unemployment benefits in Bulgaria must obtain a Certificate of Insurance (Labor) Record in Ukraine (UKR/BG 3). This document is provided by the State Employment Center of Ukraine upon request of the competent authorities of Bulgaria.

Procedure for Latvia and Estonia


Cases of confirmation of insurance period for Latvia and Estonia are considered individually. The necessary information is provided in response to official requests from the relevant authorities of these countries.


Documents required to obtain a certificate


When submitting a request for confirmation of insurance period, the following documents must be submitted


- Passport of a citizen of Ukraine

- Taxpayer registration number (TIN)

- Information on employment (an extract from the register of insured persons of the Pension Fund of Ukraine or a certified copy of the employment record book)

- Documents on change of surname or name (if necessary)

- Confirmation of the registered place of residence


If the person was engaged in entrepreneurial activity or was on parental leave (from 01.01.2016), it is necessary to additionally provide “Individual information about the insured person” (form OK-7), which is issued free of charge by the Pension Fund of Ukraine.
