Ukrainian citizens are allowed to enter the Grand Duchy of Luxembourg, regardless of the purpose of the trip.
You should have with you:
- a valid biometric passport of a citizen of Ukraine for traveling abroad (the validity period of which must exceed the date of your intended departure from Luxembourg by 6 months);
- documentary confirmation of the purpose of your trip (card of a resident of an EU country or residence permit, hotel reservation, invitation of a business partner, etc.);
- confirmation of your financial solvency;
- get a health insurance policy for the entire period of stay in the country.
In addition, before boarding a plane to Luxembourg, one of the following certificates is required:
- Certificate that you have been fully vaccinated. Vaccinations by AstraZeneca, BioNTech / Pfizer, Johnson & Johnson and Moderna vaccines are currently recognized. A person is considered fully vaccinated when the period of 14 days from the date of the full course of vaccination has expired. Luxembourg accepts vaccination certificates in the Diia app or paper certificates from the Diia portal with a QR code.;
- A certificate of recovery confirming that the person has been ill with COVID-19 and does not require quarantine. There must be a positive test for COVID-19, the date of issue of which does not exceed 180 days from the date of testing (it is believed that re-infection is unlikely during this period);
- Negative (paper or electronic) nucleic acid amplification test (NAAT) for the detection of SARS-CoV-2 (which is carried out by PCR or TMA, or LAMP methods), carried out by a licensed laboratory or other authorized body no later than 72 hours until the aircraft takes off. The test, which must be submitted on request, must also be provided, if necessary, with a translation into the administrative languages of Luxembourg, or into English, Italian, Portuguese or Spanish.
This requirement applies to all flights to Luxembourg, including EU or Schengen countries.
Important! If you are not a resident, do not have a residence permit in the countries of the European Union or the Schengen Agreement, the certificate that you intend to present must be recognized by the countries of the European Union. The appearance of the certificate and the requirements for it (in English) can be checked on the website of the European Commission at the link https://ec.europa.eu/info/live-work-travel-eu/coronavirus-response/safe-covid-19- vaccines -europeans / eu-digital-covid-certificate_en.
Main characteristics of the certificate:
- it must be digital or paper;
- contain a QR code;
- be free;
- compiled in Ukrainian and English;
- have elements of protection;
- be valid for all EU countries.
The digital version of the certificate can be stored on a mobile telephone device. A citizen of Ukraine can also have a paper version of the certificate. Both versions of the certificate must contain a QR code, which, in turn, contains important information, as well as a digital signature that confirms that the certificate was issued legally. The member states of the European Union have agreed on a uniform design for both digital and paper versions of the said certificate in order to facilitate its verification and recognition.

Transit is permitted
Wearing protective masks for persons over 12 years old is compulsory on the streets, in transport and in public places.
Hotels are open. Bars, restaurants, cafes are open to visitors. As a rule, the reception of visitors in them is carried out on open summer grounds.
