Immigration to Montenegro for Ukrainians
Permanent residence permit in Montenegro for Ukrainians in 2026
Permanent residence in Montenegro is a permit for indefinite stay in the country. It opens up more rights than a temporary residence permit: it gives you the opportunity to live, work, use social services and eventually apply for citizenship.
Who can get permanent residence in 2026:
Ukrainians who:
- have legally resided in Montenegro for at least 5 years with a valid temporary residence permit (TRP);
- have not left the country for a long period of time (staying outside Montenegro does not exceed 10 months in total or 6 months in a row);
- have confirmed housing, stable income and have not violated the law;
- have basic language skills and an integration level, if required by local authorities.
What a permanent residence permit gives you:
- An unlimited right to stay in Montenegro.
- The right to work without additional permits.
- Possibility to use public healthcare, education, and pension system.
- The path to citizenship after 10 years of legal residence.
How to apply for permanent residence: step-by-step instructions
STEP 1. Check the period of residence:
You must have lived in Montenegro with a residence permit for at least 5 years.
Important: breaks of more than 6 months will cancel the possibility of applying.
STEP 2. Prepare a package of documents:
- Foreign passport;
- Valid temporary residence permit;
- Proof of housing (contract or ownership);
- Proof of financial solvency (income, salary, bank account);
- Health insurance;
- Proof of no criminal record (a certificate from Ukraine may be required);
- Integration documents (if required): language proficiency, certificate of participation in public life.
STEP 3. Submit the documents to the police:
- Go to the territorial police department at your place of residence.
- Fill out an application and submit the full package of documents.
STEP 4. Wait for the decision:
The standard processing time is up to 60 days. If approved, you will receive a permanent resident ID card.
How much does it cost to apply for permanent residence:
- The administrative fee is about 70-100 euros;
- Health insurance (for a year) - from 300 euros;
- Translation and notary services - depending on the city (on average 50-150 euros).
Is it possible to obtain permanent residence earlier than 5 years?
In most cases, no. The law requires 5 years of legal continuous residence.
However, exceptions are possible in case of:
1. Marriage with a Montenegrin citizen (you can apply earlier, but not automatically);
2. Humanitarian status - in 2026, Montenegro may maintain certain benefits for Ukrainians, but only at the level of temporary residence.
Tips for Ukrainians:
1. The entire previous period of residence must be documented continuously - collect copies of previous residence permits.
2. If in 2022-2023 you had temporary protection status, it can be counted for up to 5 years, but only by the decision of the authorities - check with the police.
3. Avoid “interrupting” the status - even a one-month delay between permits can cancel the entire period.
4. Prepare for the application in advance: start collecting documents at least 3 months before the end of the 5-year period.
