Employment in Montenegro for Ukrainians
To be officially employed, Ukrainians need to obtain a temporary residence and work permit (Privremeni boravak i rad). This is the main document that gives you the right to live and work in the country at the same time. The permit is issued in Montenegro, in cooperation with the employer.
Step 1 – The employer must prepare a written job offer.
The first step is for the employer to put together a package. They must:
- confirm that they are hiring you;
- prepare an official written offer or draft employment contract;
- provide a job guarantee and basic working conditions.
Step 2 – You enter Montenegro and begin the process of obtaining a permit.
Upon arrival, the employer, together with you, submits an application for a temporary residence and work permit to the police/immigration service. Required documents:
- confirmation of accommodation (rental agreement or letter of guarantee from the employer);
- medical insurance valid in Montenegro;
- photocopy of foreign passport;
- certificate of no criminal record;
- proof of financial means for living expenses;
- written job offer from the employer;
- documents on education and qualifications (if necessary);
- medical certificate (if necessary);
- proof of employer registration.
Documents must be submitted in person to the immigration department of the police (Uprava policije – Odjeljenje za strance).
💡 All translations and apostilles of diplomas, certificates, and diplomas can be obtained online on the Visit Ukraine website.
Step 3 – You need to submit your biometric data. All that remains is to have your photo taken, provide your fingerprints, and sign.
Step 4 – You receive a temporary residence card with the right to work.
Once a decision has been made, you will be issued a plastic temporary residence card, which also serves as a work permit.
📌 The cost of submitting an application is €2, with an additional €5 for confirmation of payment of the fee. There is an administrative fee of €60 for issuing the permit.
Detailed official requirements and procedures can be found on the Montenegrin Government website at this link.

What business options are available to Ukrainians
Ukrainians can conduct business in Montenegro in several formats: open a limited liability company (d.o.o.), register as a private entrepreneur, or become a director/founder of a company. The country offers a simple business registration process (usually 5–10 days) and a loyal taxation system — corporate tax is 9%, and personal income tax is 9–15%. Entrepreneurs can open an account with a local bank and use it to work with European partners. In addition, registering a company entitles you to apply for a residence permit as a business director.
