Citizens of Montenegro and foreigners are allowed to enter Montenegro only if one of the following conditions is met:
• confirmation that the person has been fully vaccinated against COVID-19. After the last dose of the vaccine, 14 days must necessarily pass. Montenegro accepts any vaccine, and the vaccination document itself can be in electronic or paper form;
• negative PCR test not older than 72 hours;
• negative rapid test for antigen not older than 48 hours;
• evidence of COVID-19 disease (after positive PCR or rapid antigen test, at least 14 days and no more than 180 days)
If individuals, regardless of whether they are Montenegrin citizens or foreigners residing in Montenegro, do not have any of the four pieces of evidence, they are sent to fourteen-day self-isolation, which can be terminated on the sixth day after entering Montenegro and negative PCR test.
At the same time, Montenegro can still be entered without any restrictions from the countries of the region: Serbia, Croatia, Bosnia and Herzegovina, Albania, Kosovo and Northern Macedonia. This applies to both Montenegrin citizens and citizens of these countries
Children under 18 years of age will not be subject to test or vaccination requirements.
Transit through Montenegro will be allowed to Montenegrin citizens and foreigners only if one of the following four documents is available:
1. Confirmation that the person has been fully vaccinated.
2. Negative PCR test not older than 72 hours;
3. Proof that the person has relapsed to COVID19 (not less than 14 days and not more than 180 days after a positive PCR test or rapid antigen test);
4. Negative rapid antigen test not older than 48 hours.
There are internal restrictions in the country on the possibility of organizing ceremonial events, visits to theaters, museums, galleries due to the presence of one of the above documents. The presence of more than 50 people in an open public place is prohibited.
