Do Ukrainians need a green card to enter the EU?

Given that the European Union countries are members of the agreement on compulsory international insurance, all drivers are required to have a Green Card for their car to enter the EU.

If a person does not have insurance, or if it expires, they will simply not be allowed to cross the border. It should be understood that insurance verification can be carried out not only when entering a particular country, but also during a routine document check by police officers in the host country.

Please note! In 2022, at the beginning of the full-scale Russian invasion of Ukraine, Ukrainian drivers could cross the borders of Poland, Slovakia, Hungary and Moldova in their own cars without Green Card policies, but such conditions no longer apply. And the absence of an insurance certificate is punishable by serious fines and, in some cases, deportation from the host country with a subsequent entry ban.

At the same time, you do not need to take out several insurance policies to travel freely in the EU, as the Green Card is valid in all EU member states. However, it should be borne in mind that the limit of liability under the Green Card (i.e., insurance coverage) is determined by the legislation of the country of residence. In the event of an accident, the amount of compensation may vary from country to country.

Please note! The policy comes into force the next day after the date of issue. It is not possible to take out insurance “for today”, so take this into account when planning your trip.

- Driver's identification document (passport of a citizen of Ukraine, ID-card, foreign passport or driver's license);

- Individual tax number (TIN).

The cost of the Green Card in 2025

The cost of the Green Card in 2025 is determined by three key factors:

1. Type of vehicle - car, motorcycle, bus or truck;

2. Insurance period - from 15 days to 1 year;

3. Insurance company - each insurer sets its own tariffs.

For a passenger car, the Green Card policy for 15 days will cost UAH 1,416, for a month - UAH 2,653, for 3 months - UAH 7,157, for 6 months - UAH 13,882, for a year - UAH 18,509.

For motorcycles and motor scooters, the Green Card policy will cost UAH 680 for 15 days, UAH 926 for a month, UAH 2,160 for 3 months, UAH 3,949 for 6 months, and UAH 6,170 for a year.

For buses, the Green Card policy will cost UAH 6,232 for 15 days, UAH 8,700 for a month, UAH 17,337 for 3 months, UAH 30,364 for 6 months, and UAH 56,388 for a year.

For trailers and semi-trailers, the Green Card policy will cost UAH 483 for 15 days, UAH 671 for a month, UAH 1,636 for 3 months, UAH 3,084 for 6 months, and UAH 5,912 for a year.
