Starting from 1 January 2025, the rules for travelling abroad in a private car will change. These innovations relate to compulsory Green Card car insurance, without which it is impossible to travel outside Ukraine in your own car. What changes await drivers and what you need to know about the updated car insurance rules are described below.

What is a Green Card and why is it needed?


The Green Card insurance policy is a mandatory document for drivers travelling abroad. It guarantees financial protection to third parties in the event of a road traffic accident. The policy covers damages caused to other road users, but does not reimburse the costs of the culprit of the accident.


A Green Card is a prerequisite for crossing the border in a car with Ukrainian registration. The insurance is valid on the territory of 46 countries participating in the Green Card agreement.

Green Card insurance policy for cars: changes for drivers in 2025


Starting from 1 January 2025, the rules for obtaining a mandatory Green Card policy for travelling abroad will change.


No need to print out the policy: all countries will accept the electronic format


One of the most notable changes in 2025 concerns the format of the insurance document. If earlier MTIBU recommended having a paper version of the Green Card, now all countries participating in the system will recognise electronic certificates. Drivers will be able to present insurance directly from their smartphones in PDF format, which greatly simplifies the inspection and travel procedure.


Insurance companies will have freedom of pricing: the cost is no longer fixed


Until 2025, the cost of a Green Card was unified and set centrally. Now, however, insurers will have the right to set their own policy prices based on their own needs and marketing strategy. For consumers, this means that they need to carefully compare offers from different companies, as the cost of policies can vary significantly.


Insurance will start the next day after the policy is issued: how to apply now


The rules for issuing an insurance policy are fundamentally changing. Starting from 1 January 2025, it will no longer be possible to obtain insurance that will take effect on the day it is issued. The insurance contract will now start no earlier than the day after the entry is made in the Unified Centralised Database.


In practice, this means that drivers will need to plan their trip in advance and apply for a Green Card at least one day before crossing the border. If you remember about the insurance directly at the border, you will have to wait until the next day for the policy to take effect.

All of these innovations are intended not only to simplify the insurance process but also to increase its transparency and security. The electronic format, mandatory registration in a centralised database and free pricing are designed to minimise the risk of fraud in the international motor insurance system.


Experts emphasise that it is important for drivers to familiarise themselves with the new rules in advance and choose an insurance company with the best conditions.
