Health insurance is an important part of ensuring that your health is taken care of. In Ukraine, as in many other countries, health insurance plays a significant role in ensuring access to quality medical services. In this article, we will tell you how health insurance works in Ukraine, what insurance is available to Ukrainians and foreigners, and how to receive compensation in the event of an insured event.
Health insurance in Ukraine: compulsory or voluntary?
Unlike other European countries, Ukraine has voluntary insurance. That is, insurance is everyone's business, but many people take out insurance on their own to protect their health from unforeseen situations, as public healthcare is not always able to provide the necessary conditions and meet their needs, and many people cannot afford private clinics when illness takes them by surprise.
At the same time, there are certain categories of citizens for whom insurance is a mandatory step to stay in Ukraine. In particular, this applies to:
- foreigners entering on the basis of a visa;
- foreigners/stateless persons who have received a residence permit in Ukraine;
- and those who are legally obliged to be insured - foreign journalists, volunteers, members of non-profit organizations, etc.
What is voluntary health insurance for Ukrainians in Ukraine?
Voluntary health insurance (VHI) is a type of personal insurance when Ukrainian citizens voluntarily take out a health insurance policy.
VHI provides access to a wide range of medical services, including expert consultations, diagnostics, treatment and rehabilitation. In addition, VHI helps to reduce the financial burden on patients by covering the costs of medicines, surgeries and other medical procedures. This affordable insurance will help minimize any healthcare costs. The owner of a health insurance policy protects his budget from unplanned treatment costs and receives a list of additional benefits.
Despite its many advantages, a voluntary health insurance policy also has some limitations that you should be aware of:
1. Age restrictions: the insurance program is available for people aged 18 to 60.
2. It does not cover the treatment of chronic diseases.
At the same time, the cost of VHI is quite affordable for many Ukrainians - only 4500 hryvnias per year.
You can buy a VHI policy on the best terms on the Visit Ukraine website. Protect yourself from unexpected medical expenses within Ukraine. Order a voluntary health insurance policy for Ukrainians in Ukraine and receive quality medical care in any circumstances.

Insurance for foreigners entering Ukraine: medical and war risk insurance
Due to the fact that martial law has been introduced in Ukraine, any foreign insurance policy automatically terminates upon entry into the territory of Ukraine. This is due to the fact that insurance companies do not cover risks associated with military operations in countries where military operations or armed conflicts are taking place.
In addition, according to Ukrainian law, foreigners and stateless persons may cross the state border to enter Ukraine if they have an insurance policy (certificate) for the entire period of stay in Ukraine issued by an insurance company registered in Ukraine or a foreign insurance company that has a representative office or contractual relationship with an insurance company - partner in Ukraine (assistance).
For your convenience, you can get comprehensive information about health insurance and military risk insurance on our website, as well as purchase this policy.
Please note that health insurance for foreigners under this policy covers not only accidents resulting from military operations, passive military risks and terrorist acts, but also:
- general medical services, diagnosis and treatment of Covid-19
- outpatient treatment (visit to a specialized doctor, examination and consultations, instrumental and laboratory tests) in case of an insured event;
- emergency dental care and dental services;
- emergency obstetric care (provided that the gestation period of the insured person was up to 29 weeks);
- hospitalization (stay in a ward, intensive care unit, intensive care unit), as well as medical care and purchase of medicines prescribed by a doctor;
- transportation of the insured person (or his/her body in case of death) from the place of stay to the place of his/her permanent residence.
We emphasize that in the context of martial law in Ukraine, this insurance option is almost the only one available to many foreigners and is mandatory for foreigners entering Ukraine on various international missions, whether they are journalists, volunteers or representatives of international humanitarian organizations.
Remember. Today, a trip to Ukraine requires more careful preparation and route planning, because despite the fact that active hostilities are concentrated in the southern and eastern regions of the country, the rest of the regions are under constant threat of rocket attacks from Russia. Therefore, it is important not only to carefully prepare for the trip, but also to take care of reliable insurance offered by Visit Ukraine.
How to use the services of an insurer and receive compensation in case of an insured event in Ukraine?
If an insured event occurs, the first and most important action is to call the assistance company specified in your policy and report the insured event. Hotlines are open around the clock. It is this insurance company that will provide you with assistance and coordinate further actions. If the number is not answered, contact the Visit Ukraine hotline for instructions.
During the phone conversation, you must provide the following information to the assisting company:
- Surname, name and other personal data;
- insurance policy number and its validity period
- your location
- contacts for communication
- the nature of the insured event.
Depending on the nature of the incident, the operator can call an ambulance, direct you to the nearest hospital, organize a search operation, etc. The main thing that travelers should remember is that after contacting the assistance, you must follow all the steps that the manager will inform you about, because if you do not follow the instructions, the costs will not be reimbursed. For the same purpose, it is extremely important for clients of insurance companies to keep all receipts, statements and other financial statements to prove their right to reimbursement.
Just a reminder. Safety and confidence while traveling abroad is the key to a pleasant vacation. Read here how an insurance policy can help you get rid of unnecessary problems while traveling.
