You can re-register a car in Ukraine to another owner in just a few minutes. Find out how to do it online and offline and what documents are required
Sooner or later, most Ukrainians face the process of re-registering their vehicles. What you need to know about this process, what documents to bring with you, and, in general, how the re-registration process works, we will tell you below.
How to re-register a car through Diia?
First of all, to re-register a car online, the ‘seller’ and ‘buyer’ must log in to the Diia portal. Next, the seller must fill out an application for car registration.
Please note! The service automatically pulls up the necessary information about the car contained in the register. Only empty fields need to be filled in.
After the application is completed, the buyer and seller must sign the document with an electronic signature. The re-registration procedure will take several minutes. After the application is processed by an employee of the Ministry of Internal Affairs service centre, an electronic car registration document will appear in Diia.
After that, the new owner will need to visit the MIA Service Centre and receive new documents and licence plates for the car.
Re-registering a car through the MIA Service Centre
Ukrainians can apply for car re-registration at any service centre, regardless of the place of registration. The seller and the buyer of the car must come to the institution. To get to a specialist, you need to get a ticket in the electronic queue.
For re-registration, you must provide
- administrative documents (to be filled in on the spot);
- passport documents of the seller and the buyer;
- car registration certificate;
- vehicle transfer and acceptance certificate;
- receipts for payment of services.
In addition, Ukraine has recently introduced new rules for the sale of used cars through trade organisations, requiring documentary evidence of the value of the car to avoid underpricing and underpayment of taxes.
In addition, please note that, pursuant to Resolution No. 599, an expert opinion is not required when re-registering a vehicle, except for the first registration of a vehicle imported from abroad.
However, an expert study may be conducted at the request of the seller or buyer of the car.
What is an expert opinion on a car?
This procedure is similar to a regular technical inspection. During it, experts check the car for compliance with the data specified in the documents (body, engine, etc.). This inspection is carried out by specialists of the Expert Service of the Ministry of Internal Affairs or other state specialised institutions that have the appropriate authority.
The expert opinion confirms that there is no evidence of destruction, forgery or alteration of vehicle components and assemblies, as well as falsification of registration documents accompanying them.
After all of the above procedures and re-registration, the new owner must receive updated documents and licence plates for the car.
What else do you need to successfully re-register your car?
Don't forget that after re-registering a car in Ukraine, you must take out a compulsory civil liability insurance policy (CTPCI). This is a legal requirement, and the absence of a policy can lead to significant fines and problems in the event of an accident.
