Registration of a place of residence abroad is carried out for the purpose of accounting and providing security guarantees to citizens. Temporary consular registration is the registration of information about the place of residence outside Ukraine of Ukrainian citizens temporarily staying abroad. How to register your place of residence, what documents are required for this purpose and what rights do persons registered with the consular authorities have - we will tell you further in the article.


Duties of foreign diplomatic missions in relation to citizens registered with the consulate


Foreign diplomatic missions of Ukraine:


1. Inform citizens who are registered with a temporary consular office, who have reached the age of conscription and do not have a deferment or are not exempt from conscription for regular military service, about the start of the next conscription of Ukrainian citizens for regular military service.

2. Facilitate the return of persons liable for military service and reservists to Ukraine in the event of mobilization and in wartime (during a special period).

3. Within seven days from the date of registration or removal from the consular register, inform the relevant district (city) territorial centers of recruitment and social support, the Security Service of Ukraine, and units of the Foreign Intelligence Service at the place of their military registration about conscripts, persons liable for military service and reservists.

4. Maintain military registration of conscripts, persons liable for military service and reservists who are on temporary consular registration according to the list (Annex 15). The list is kept in a foreign diplomatic mission of Ukraine for five years (clause 52 of the Procedure for Organizing and Maintaining Military Registration of Conscripts, Persons Liable for Military Service and Reservists).


Please note! According to the new rules, men permanently residing abroad are obliged to come to the CMC and re-register for military service. Read more about the resolution regulating this issue and the timeframe for fulfilling the requirement in this article.


What rights do persons registered with the consular authorities have?


According to the Customs Code of Ukraine, resident citizens who are temporarily registered with the consular office of Ukraine abroad have the right to 

— temporarily import into the customs territory of Ukraine under a written obligation to re-export, subject to a written declaration in accordance with the procedure provided for by the legislation of Ukraine for citizens, one vehicle for personal use and a trailer to it, for a period not exceeding 60 days within one calendar year without paying customs duties;

— the possibility of voting at a foreign polling station, which is formed on the basis of the consulate for the presidential and parliamentary elections;

— in case of an emergency, the possibility to quickly inform and search for relatives in Ukraine if necessary.


Citizens of Ukraine are accepted for temporary consular registration for a period of one year. The said period may be extended in accordance with the validity of the residence permit issued to the person who is registered with the consular authorities, but may not exceed five years.

Procedure for registering a consular registration


First of all, you need to prepare all the necessary documents. Only disabled persons of groups 1 and 2, seriously ill citizens, with the relevant supporting documents can send them by mail. In this case, the documents must be sent together with an additional return A4 envelope with postage stamps on it.

 

Before sending the documents, you must pay the consular fee and attach the original document on payment of the consular fee to the package of documents. This service is free of charge for children under 16 years of age.

The package of documents must be sent to the consulate. The waiting time for a return letter with a passport with a consular registration stamp is approximately 10 working days.


Other citizens can submit documents in person, during an appointment at the consulate by appointment. 


List of documents


1. Application of the person. In the case of registration of a person under the age of 16 or a person recognized by a court as having limited legal capacity or incapacitated, the application is submitted by one of the parents, guardians, trustees or other legal representatives. 

2.  One 10 by 15 centimeter photo with the image of the face of the person to be registered for consular registration for further scanning and entering into the departmental information system of the Ministry of Foreign Affairs (the image of the face should be from 70 to 80 percent of the total area of the photo, the background - white).

3. A passport of a citizen of Ukraine for traveling abroad issued in the name of the person to be registered with the consular office, as well as a copy of the personal data page of the passport of a citizen of Ukraine for traveling abroad. For temporary consular registration, a diplomatic passport of Ukraine or a service passport of Ukraine and a copy of the data page of the respective passport may also be submitted. Persons who have changed their surname or name, patronymic must provide copies of supporting documents;

4. Original and copy of the document containing information about the person's place of birth (passport of a citizen of Ukraine, birth certificate, extract from the State Register of Civil Status Acts of Citizens on the state registration of the child's birth).

5. The original and a copy of the certificate of registration/deregistration of the place of residence in Ukraine or the passport of a citizen of Ukraine in the form of a booklet with the appropriate marks.

6. Original and copy of a permit issued by the competent authorities of a foreign country, which gives the right to reside in such a foreign country.

7. The original and a copy of the document issued by the competent authorities of a foreign state confirming the address of the place of residence or stay of a citizen of Ukraine in the territory of a foreign state that belongs to the consular district of a foreign diplomatic mission of Ukraine to which the application for consular registration is submitted.

8. Original document on payment of the consular fee.

9.  Conscripts, persons liable for military service and reservists shall additionally provide a military ID or registration certificate.

10. Original and copy of the passport document of the legal representative (passport document of a foreigner, passport of a citizen of Ukraine for traveling abroad, service passport of Ukraine, diplomatic passport of Ukraine) and documents confirming the powers of the legal representative of the person being registered (submitted in case of registration of a person under the age of 16 or a person recognized by the court as having limited legal capacity or incapacitated).

11. The original and a copy of the decision of the guardianship and custody authority to grant the child the status of an orphan or a child deprived of parental care - for temporary consular registration.


The consulate may refuse to consider the application if an incomplete set of documents is submitted.
