Payment for medical services: explanations from the Ministry of Health

The government has approved a list of cases in which state and municipal medical institutions may provide paid medical and additional services not covered by the medical guarantees program. The relevant resolution was adopted at a meeting of the Cabinet of Ministers of Ukraine and will come into force on January 1, 2025.


This decision is an important step towards increasing the transparency of the healthcare system and normalizing the financial revenues of Ukrainian medical institutions. The introduction of paid services will help reduce informal payments and corruption, as patients will clearly know which services are covered by the healthcare guarantee program and which are not. 

The cost of paid services will be paid to the official account of the hospital at a certain rate. This will contribute to the transparency and efficiency of healthcare financing, as well as ensure that patients have a clear understanding of their rights and responsibilities in the healthcare system.

Full payment for medical services


In the following cases, patients and other individuals and legal entities will have to pay the full cost of medical services:

1. Treatment without a doctor's referral (except for situations where a referral is not required by law);

2. Provision of medical services under contracts with legal entities;

3. Applying to health care institutions of the security and defense sector, the State Department of Affairs for patients who do not belong to the assigned contingent;

4. Provision of medical services that are not covered by state guarantees of public services.


Partial payment for medical services


In addition, a list of cases has been defined according to which the patient should pay only for additional services. The main cost will be covered by the medical guarantee program:

1. Provision of medical services at the place of residence or stay, provided that this is the patient's wish and not due to health conditions;

2. Independent choice of a doctor when receiving specialized medical care in a planned manner in a hospital setting;

3. Treatment in a ward with enhanced service and comfort level at the request of patients.


All state and municipal medical institutions should publish on their official websites and information stands a complete list of paid medical services with their cost. They must also publish a full list of free medical services provided under the program of state guarantees of public services. 

The provision of paid services shall be documented with supporting documents and entered into the electronic healthcare system, indicating the source of payment, and payment shall be made exclusively in non-cash form. Medical institutions will be able to independently determine the cost of paid services and carry out additional business activities in accordance with their charters.
