eHealth 2024: what is it and how to get a voucher for a child?

In 2023, Ukraine launched the eHealth program, which provides direct payments from the state to families for the rehabilitation of children. Thanks to this program, parents will be able to choose an institution and purchase a voucher for their children's recreation or rehabilitation. What is the eHealth program from the Ministry of Social Policy?
The eHealth program works on the principle of "money follows the child". Parents receive funds on a card and pay for a voucher to one of the designated institutions themselves. The pilot year proved to be effective: almost 2000 children from low-income families were able to have a rest without burdening the family budget. In 2024, the program is planned to be scaled up.
Who can get money for a voucher?
According to the website of the Ministry of Social Policy of Ukraine, one of the parents (or a person in loco parentis) can receive funds to purchase a voucher if the child belongs to one of the categories defined by the program and lives in one of the following regions: Dnipro, Donetsk, Zaporizhzhia, Kyiv, Luhansk, Mykolaiv, Sumy, Kharkiv, Kherson, Chernihiv, and Sumy regions.
Vouchers through the eHealth program are available for the following categories
– children with disabilities raised in low-income families;
– children from large low-income families.
Important! The service can be used if the child has not received a voucher to children's health and recreation facilities purchased at the expense of the state or local budget this year.

How to apply and receive funds?
To participate in the program, you need to receive a notification in Diia, the PrivatBank app, or from a social security officer. In addition, you can check whether your family is eligible for funds through a special website.
After receiving confirmation, you can open a bank account. To open a special account, you need to contact the nearest PrivatBank branch. In this case, the funds for the voucher will be credited the following month, after the card is opened.
After the state payment is credited to the PrivatBank account, parents can choose and buy a voucher for their child at the institution of their choice from the list of project participants. The amount of payment per child will be UAH 15,980 (five subsistence minimums for children aged 6-18).
It is important that the facility be included in the State Register of Property Facilities for Recreation and Leisure and have an equipped shelter. To view the list of institutions that have joined the program here.
According to the website of the Ministry of Social Policy, this year children under the eHealth program can rest in institutions in Vinnytsia, Volyn, Zakarpattia, Ivano-Frankivsk, Lviv, Rivne, Ternopil, Chernivtsi, Khmelnytsky regions and the city of Kyiv.
