Today, Ukraine has a clear mechanism for mobilization and notification of persons liable for military service, but the mere fact that the data in the territorial recruitment centers (TCCs) is not specified does not automatically put a citizen on the wanted list. In the context of mobilization in Ukraine, citizens who do not report to the territorial recruitment centers (TCCs) for clarification of their information are not automatically considered wanted. However, if a person ignores the summons and fails to comply with the legal requirements, law enforcement and the military may initiate administrative detention.


Roman Istomin, a spokesman for the Poltava Regional TCC and JV, spoke about the details of the process of searching for and detaining citizens.


How are summonses distributed and to whom are they served?

Citizens can be served with summonses by representatives of the TCC, law enforcement officers, government officials or local government officials. Notification can be carried out not only at home or in public places, but also directly at the enterprises where the person liable for military service works.


If a citizen fails to report at a certain date and time, his or her actions are considered a violation of the law, which becomes the basis for referring the case to the police.

Detention procedure: how does it work?

According to Istomin, during mobilization, the TCCs work in coordination with the police. In cases where a citizen evades military duty, the MCC submits a request to the police to detain him or her. In such a situation, the police have the right to detain the person and bring him/her to the MCC for further verification and decision on mobilization.


The detention can take place in different ways: for example, at a checkpoint if it turns out that the person is wanted, or purposefully at the address of residence.


It is important that the TCCs do not practice forceful actions without checking documents or confirming violations on the part of the citizen.


Detention period: how long can a person be held in a detention center?

After a citizen is brought to the TCC, he or she may be temporarily detained for verification of data, medical examination and further determination of his or her status.


If a person is found to be fit for military service and has no grounds for deferment, he or she may be mobilized after undergoing administrative detention.


How is the search conducted?

According to the TCC spokesperson, citizens who have not updated their data are not automatically put on the wanted list. Only if a person ignores the summons does the TCC ask the police to deliver it. The request specifies a specific citizen who has violated the registration rules. After that, the police begin searching for this person.


When can we expect the mobilization to end in Ukraine?

Mobilization measures will continue as long as the military threat remains in Ukraine. As Roman Istomin noted, the full manning of the defense forces is critical for the defense of the country. Once the required number of servicemen is reached, administrative detentions and mobilization measures will be completed.
