Ukrainians living in other countries will be able to receive a reservation from mobilisation with subsequent official employment in Ukraine. For this purpose, special foreign centres called Unity Hubs will be set up in the places where citizens are most likely to be found. This was announced by Minister of National Unity Oleksiy Chernyshov during the event ‘War 2025. Weapons, People, Money’ event organised by Ukrayinska Pravda.

What is the Unity Hub?


We wrote with reference to the words of Oleksiy Chernyshev that Unity Hub will become a multifunctional platform that will provide Ukrainian citizens with access to educational and career opportunities both abroad and in Ukraine.


The centre will help IDPs adapt, learn a language and acquire new skills, as well as develop their own initiatives. For those who decide to return home in the future, the Centre will provide advice and support on employment, bureaucratic issues and other aspects of return.


The first such centre will be opened in Berlin, Germany. A relevant document has already been signed between the two countries.


How will the armour programme work?


Chernyshov noted that the main goal of such centres is to integrate Ukrainians into the labour market at home, even while abroad. In the future, this will allow citizens who plan to work in Ukraine to obtain the necessary status that will ensure the possibility of obtaining a mobilisation reservation.


‘Our task is to ensure that when a person crosses the border, he or she already has a status that prevents him or her from being mobilised between the border and the plant,’ explained Chernyshov, speaking about solving the problem of reservations for Ukrainians abroad who are potentially ready to work in the defence industry.


For this purpose, Unity Hubs are being created to provide a range of employment services and to issue mobilisation reservations, provided that this is provided for by the relevant legislation for a particular industry.


The Minister emphasised that any Ukrainian can obtain a mobilisation exemption if the relevant exemption from conscription is provided for by their field of work. The new initiative aims to simplify the paperwork procedure and help compatriots who want to return and work in Ukraine avoid unforeseen situations when crossing the border.
