eRecovery: how to get financial assistance to repair damaged housing

The government has approved the procedure for providing state aid for the repair of damaged housing as a result of russian aggression. From now on, the funds will be available through the eRecovery electronic service. Here's who can receive financial assistance and what is required

The electronic service eRecovery is becoming the key to receiving assistance for the repair of damaged housing. The government portal announced the adoption of the payment procedure. Here's how to get the money.


The testing of this function should be completed within three weeks. It will be funded by the state budget, international donors and creditors, and in the future - by reparations from the russian federation.


Who can receive a payment from the state to repair damaged housing? 


The country will support every Ukrainian whose home was damaged by the russians. Monetary compensation will be paid to owners of apartments, private houses and other residential premises that need to be restored and have not been repaired before. 


At the same time, the government has identified certain categories that will be given priority. These include:


 combatants;

 citizens with disabilities caused by hostilities;

 war veterans

 families of fallen soldiers;

 mobilized persons

 large families;

 people with disabilities of groups I and II;

 foster parents of family-type children's homes;

 guardians and trustees;

 foster parents and foster caregivers;

 orphans.


Receiving a payment: what you need to do


To receive funds for the restoration of your home, you must first follow three steps:


- Submit an information report about the damaged property. Do this through the Diia app, the Administrative Services Center or a notary;

- open an eRecovery account in a bank that participates in the program. You can even open such an account online;

- apply for compensation in the Diia app.


Please note! From now on, those who do not have Diia or a smartphone will be able to apply for funds for repairs. To do this, you need to contact the Administrative Services Center or the social security authority in your community. They will help you fill out the application.


After that, a special Commission for consideration of compensation will process the application, inspect the damaged property, enter the data into the Register of Damaged and Destroyed Property and determine the amount of compensation.


Pay attention to the decision-making period: it should not exceed 30 days from the date of submission of the application


The applicant will then receive a response regarding the compensation and the amount of money to be transferred to the eRecovery account.


Important! Citizens have one year to use the financial assistance.


How can I spend this money?


State aid can only be used to restore damaged housing:


- Purchase building materials, windows, doors, roofing;

- pay for repair work.


Please note that you can only pay for materials and services that have the appropriate trade or MCC codes.
