Ukraine's borders are always open to foreign visitors. Although the country has been under martial law for almost 3 years, tourists and foreign citizens have the right to enter the country. However, such a trip requires a full package of documents, insurance, and compliance with safety rules. The current rules for entering Ukraine in 2025 are described below.

In the previous article, we told you which European countries' citizens visited Ukraine most often in 2024.

Is it safe to travel to Ukraine in 2025?

Ukraine is always open to tourists and offers many opportunities for exciting travel. As of the end of 2024, most areas are safe for tourism. The government and local authorities are making every effort to ensure stability, restore infrastructure, and support the tourism sector.

Western Ukraine (Lviv, Ivano-Frankivsk, Chernivtsi, Zakarpattia), the central regions (Kyiv, Vinnytsia, Cherkasy), and Odesa are safe to visit. However, we advise you to avoid the frontline regions and temporarily occupied territories due to their proximity to the combat zones.

We recommend checking the latest information on safe routes on official resources or contacting Visit Ukraine specialists for advice. Our experts will guarantee your safety and comfort, create an unforgettable route and support you at every stage of your trip. Contact us on WhatsAppTelegram or via the website!

How easy and quick is it to organize a trip to Ukraine?

Ukraine impresses with its diversity. Regardless of your preferences, it is able to offer unique experiences: from the incredible Carpathians to the beaches of the Black Sea, from ancient castles to modern megacities. Your trip will be unforgettable thanks to the colorful countryside, cultural attractions, and openness of Ukrainians. Together with Visit Ukraine, you will be able to choose the perfect tour that best meets your expectations.

For those who dream of discovering all the incredible corners of our country, we recommend the individual tour “All over Ukraine”. It covers key sights, interesting excursions, and exploration of the country's cultural and natural treasures. And the unique 5-day tour “From West to East” will allow you to see the greatness of the Ukrainian spirit. The journey will start in picturesque Lviv, pass through Kyiv and the de-occupied territories of the region, where you will feel the strength and resilience of the people, and end in Kharkiv, a symbol of indomitability.

Military tourism and tours to de-occupied cities are especially popular: Bucha, Irpin, and Gostomel. Here you will hear stories from eyewitnesses and see the realities that Ukraine has managed to overcome. In addition, part of the proceeds from these tours are used to rebuild the destroyed territories. Your trip with Visit Ukraine will not only be an interesting discovery, but also an opportunity to contribute to the future of the country.

Kyiv offers a unique experience for tourists who want to gain a deeper understanding of modern Ukraine and get to know it in a difficult time. However, traveling to Kyiv today requires careful preparation, knowledge of current security measures and consideration of other realities.

In addition, we offer many other interesting tours: a trip to Podil, climbing YavirnykAustrian Lvivthe Pirogovo Museumbehind the scenes of the Odesa Opera Housecorporate tours to the Carpathians, and even climbing Hoverla.

Of course, in a time of war, any travel in Ukraine requires careful attention to security issues. Visit Ukraine offers a proven product - insurance covering military risks. This policy guarantees not only standard medical coverage, but also compensation in the event of insured events related to military operations on the territory of Ukraine.

How to get to Ukraine?

Since the beginning of the full-scale invasion, the airspace over Ukraine has been closed, so it is currently impossible to fly directly to Ukraine. However, the country's land borders are operating normally, even despite the prolonged martial law.

However, there are other ways to get to Ukraine from Europe. The fastest and most convenient option is to fly to one of the airports closest to the Ukrainian border and then continue your journey by train or bus. Among European countries, Ukraine shares borders with Poland, Slovakia, Hungary, Romania and Moldova.

You can find out more about the schedule, prices and countries of connection of international trains to and from Ukraine here.

You can quickly buy bus and train tickets on the Visit Ukraine portal.

In our previous materials, we told you how to get to Ukraine from the following countries:

USA ● Canada ● Poland ● Germany ● Slovakia ● Hungary ● Italy ● France ● Netherlands ● Czech Republic ● Lithuania ● Switzerland ● Sweden ● Turkey ● Austria ● Denmark ● Portugal ● Georgia ● Bulgaria ● India

● Greece ● Croatia ● Estonia ● Finland ● Latvia ● Belgium ● Slovenia ● Moldova ● Ireland ● Norway ● Spain
● russia ●  United Kingdom ● Romania ● Armenia ● Egypt

What security measures should I take when traveling to Ukraine?

Under martial law, traveling requires special attention to security issues. Foreign tourists should be prepared to follow specific rules, in particular at checkpoints and in public places. Even in relatively calm regions, there is a threat of missile attacks, so air raid warnings should not be ignored.

A curfew is a special regime introduced in connection with martial law to ensure public order and security. It defines a period of time when citizens are prohibited from being on the streets and in public places without special permits. In most regions, it lasts from 23:00 to 05:00. For more information on the duration of the curfew in different regions of Ukraine, please follow the link.

If a missile warning is announced, you should immediately go to the nearest shelter. Download the Air Alert app (available in the App Store and Google Play) and check the map of shelters in your location in advance.

Visit Ukraine recommends that all foreigners take out an insurance policy in advance that takes into account the risks of wartime. War risk insurance covers injuries sustained as a result of hostilities or terrorist attacks, as well as medical care, including outpatient treatment.

In the previous article, we provided answers to all the frequently asked questions about obtaining insurance for entry to Ukraine online on Visit Ukraine.

Which regions of Ukraine are banned from traveling to?

Although there is no direct ban on entry to Ukraine for foreigners, they are strongly advised to refrain from traveling to certain regions due to the high level of security. Currently, most foreigners visiting the frontline areas are volunteers of humanitarian missions, diplomats of special delegations, and journalists covering the events.

Restrictions apply to many types of tourist activities. Rafting, hiking, and excursions along routes that pass near critical facilities, such as military or energy infrastructure, are prohibited. It is also forbidden to visit tourist destinations near the borders with Belarus and Russia, as well as a number of mountain routes, forests and water bodies.

Vacationing in eastern and southern Ukraine, particularly in the frontline areas, is dangerous due to active hostilities. The beaches of the Black and Azov Seas are inaccessible: the Azov Sea coast is occupied, and the Black Sea coast is dangerous due to mining and the risk of missile attacks.

Tourism experts predict that after the war, interest in Ukraine will increase significantly, and the country will become an attractive tourist destination.

In our previous article, we described in detail the current restrictions on visiting different regions of Ukraine.

Rules for entering Ukraine and the package of required documents

To enter Ukraine, foreigners need to have a number of documents confirming the purpose and duration of their stay:

- Foreign passport. It must be valid for the entire period of stay and have at least one blank page. Citizens of Turkey and Georgia can enter with an ID card;

- Visa. If there is a visa-free regime between Ukraine and your country, no visa is required. All others must apply in advance. Details can be found on the website of the Ministry of Foreign Affairs of Ukraine. In the previous article, we provided step-by-step instructions for appealing against a visa refusal to Ukraine;

- Documents confirming the purpose of the trip. These can be travel vouchers, accommodation reservations, invitations from Ukrainian citizens, tickets to events, or medical documents;

- Financial support. You need to confirm the availability of funds for your stay in Ukraine and return home. The minimum is $45 per day per person;

- Health insurance. The policy must cover treatment, hospitalization, emergency care, transportation, etc. It must be issued by a Ukrainian or accredited foreign insurance company.

Citizens of visa-free countries can stay in Ukraine for up to 90 days. For a longer stay, work or study, you need to apply for a type D visa at the Ukrainian consulate. It is better to start the process at least three months before your trip. Contact our migration lawyers for fast processing of the necessary documents!

In our previous articles, we have discussed in detail the rules for entering Ukraine in 2025, as well as provided a checklist of required documents depending on citizenship.

Rules for entering Ukraine by car with foreign registration

Foreign nationals can enter Ukraine by their own car, but they are allowed to use it exclusively for personal needs. A car with foreign registration can be used on the territory of Ukraine for up to one year. If you plan to stay in the country for more than two months, you need to contact a service center of the Ministry of Internal Affairs for temporary registration of the vehicle. After the one-year period expires, the car must be taken out of Ukraine.

The following documents are required to enter the country by car:

- Foreign passport or residence permit (for residents);

- Driver's license;

- Certificate of car registration;

- International insurance “Green Card”.

The key is to have a Green Card insurance policy that covers liability to third parties. For additional car protection in wartime, it is worth taking out a Mini Hull insurance policy. You can take out a policy for a car with both Ukrainian and foreign registration.

You can learn more about war risk insurance for cars here.

Customs regulations in Ukraine

Individuals may transport the following items across the border of Ukraine without a written declaration to the customs authority:

- Medicines: up to 5 packages of each item, except for medicines containing narcotic or psychotropic substances.

Compliance with these rules allows you to avoid problems at customs and quickly cross the border of Ukraine.

Who can be banned from entering Ukraine?

Ukraine is open to foreign visitors, but the Border Guard Service closely monitors the list of persons who are banned from entering. These persons include:

- Threat to national security: persons who pose a risk to state security;

- Violators of visitation rules: those who have visited the occupied territories, in particular Crimea, Luhansk and Donetsk regions, without complying with Ukrainian legislation;

- Violations at the checkpoint: if a person has committed an offense at the border;

- Protection of citizens: if entry may pose a threat to the health or rights of Ukrainian citizens;

- Previous violations: established facts of non-compliance with Ukrainian laws during previous visits;

- Forged documents: attempts to enter with false papers.

If you are denied entry for any reason, it is important to seek legal assistance. Experienced lawyers will help you understand the situation, advise on possible solutions to the problem, and prepare the necessary documents for further action.

We remind you! There are several ways to make payments in Ukraine - in cash, by card, using contactless payment systems, etc. Read more about how tourists can make payments in Ukraine and whether there are any restrictions under martial law.
