Booking, sick leave and pension recalculation: what has changed in Ukraine since April 1?

With the start of the new month, citizens will be facing significant updates. Among them: new rules for booking employees, recalculation of pensions, changes in IDP payments, limits on money transfers, as well as updates in the areas of utility bills and traffic. Since April 1, 2025, Ukraine has seen many important changes that have affected various areas of citizens' lives, from mobilization processes to traffic.
Let's take a look at the key innovations that came into effect at the beginning of the new month.
Booking of employees
Starting April 1, an electronic cabinet of military medical commissions will be launched in Ukraine. From now on, conclusions on fitness or unfitness will be issued exclusively in digital format.
In addition, the rules for reserving employees from mobilization have changed since April 1. The main changes are as follows:
- Reservations based on the “old” criteria are no longer valid.
- Only companies with critical infrastructure status can submit lists for reservation.
- All applications are submitted online through the Diia portal.
- The possibility of “quick booking” has disappeared, returning to the standard process (72 hours to transfer employees to special accounting).
To obtain the status of a critical enterprise, you must meet a number of requirements, including:
- An average salary of UAH 20,000 or more;
- No tax and unified social contribution debts;
- One additional criterion (exports, strategic importance, tax burden, etc.).
How to rebook employees:
1. Log in to Diia with an e-signature.
2. Submit an application to cancel the old reservation.
3. Submit a new booking request.
4. Wait for a response.

New rules for paying sick leave
Starting April 4, the procedure for paying sick leave benefits has changed. The main innovations:
- Sick leave will be paid not only at the main place of work but also at a part-time job.
- If an accident occurs at one place of employment, other employers will still pay for the first 5 days of disability at 100% of the average salary.
- The payments do not depend on the employee's insurance record.
These changes improve the social protection of Ukrainians working under several employment contracts.
Recalculation of pensions
On April 1, pensions for working pensioners were automatically recalculated. It applied to those who had accumulated at least 24 months of pensionable service after the last recalculation by March 1.
The procedure is automatic and there is no need to apply to the Pension Fund. The recalculation will be carried out after the receipt of information on the payment of the single contribution for the first quarter of 2025 (reporting is due by May 10). It is expected that in June, pensioners will receive increased pensions and additional payments for the previous months, starting from April 1.
Changes for drivers
Kyiv.
The traditional spring speed limit increase (from 50 km/h to 80 km/h) in Kyiv in 2025 will apply to only four sections this year (previously seven):
- Naberezhne Highway (from Poshtova Square to Naddnipryanske Highway);
- Roman Shukhevych Avenue (from the Northern Bridge to Honore de Balzac Street);
- Stepan Bandera Avenue (from Obolonsky Avenue to the Northern Bridge);
- Naberezhno-Rybalska Street (from Havanskyi Bridge to Elektrykiv Street).
Speeding on other sections was not allowed due to the high accident rate.
Dnipro.
The speed limit was changed from 50 km/h to 70 km/h on seven sections:
- Naberezhna Zavodska Street (except for the following sections: 200 meters on both sides of the intersection with Pavlova Street; from the slag dump exit to the turn to the Kaidatskyi Bridge; 50 meters on both sides of the unregulated pedestrian crossing near the intersection with Metrobudivska Street)
- Naberezhna Peremohy Street (from Yaruzhna Street to Kosmichna Street);
- Zaporizke Highway (from Shynna Street to Aeroportivska Street);
- Donetske Highway (from the intersection with Berezynska Street to road signs 5.45 and 5.46 “Dnipro”);
- Solnechna Naberezhna Street (from the intersection with Lyubarskoho Street to the Ust-Samarskyi Bridge, except for unregulated pedestrian crossings on both sides);
- Central Bridge;
- Kaydatsky Bridge.
The new restrictions will be in effect until November 1.
In addition, parking fees have been reintroduced in Dnipro at 7 parking lots near recreation areas:
- at the entrance to Shevchenko Park
- Sicheslavska Naberezhna Street, near building No. 57-A, Yukon gas station;
- Sicheslavska Naberezhna street, near the Festivalnyi pier;
- Sicheslavska Naberezhna Street, near the bridge to Monastyrskyi Island;
- Solnechna Naberezhna Street, opposite the building No. 2;
- Peremohyna Naberezhna Street, in the area of the building No. 37-D;
- Peremohyna Naberezhna Street, near the Pryberezhnyi Square.
The fee will be valid in spring and summer.
Traffic closures in Kyiv
Starting April 5, traffic and pedestrians will be closed for a year on a part of the European Union Avenue due to the construction of the metro to Vynohradar. A temporary traffic scheme will be agreed with the Patrol Police Department.
In addition, traffic on the South Bridge is restricted until August 1 due to the upcoming repair work:
- Restoration of the reinforced concrete slab of the roadway;
- Installation of a new waterproofing layer;
- Renewal of the asphalt concrete pavement.
Reduction of prices for medicines in Ukraine
In March, President Volodymyr Zelenskyy approved a decision of the National Security and Defense Council aimed at increasing the availability of medicines for citizens.
Starting April 1, the cost of medicines is expected to decrease further. The price reduction will affect 116 medicines, and prices may drop from 5% to 52%. The most expensive drugs will be the least affected, but even this reduction will be significant.
The exact list of medicines to be covered by the price reduction has not yet been made public.
Updates to utility bills
Starting April 1, tariffs for electricity, gas, hot water and heating in Ukraine will remain unchanged. April will also be the final month of the heating season.
The cost of electricity for households will remain at UAH 4.32 per kWh until the end of the month. Households that use electric heating will receive a preferential rate of 2.64 UAH/kWh, provided that their monthly consumption does not exceed 2000 kWh.
Prices for heating, hot water and gas will also remain unchanged as the moratorium on tariff increases imposed during the martial law period remains in effect.
In April, the price of gas for household consumers served by Naftogaz will be 7.96 UAH/cubic meter. Prices from other suppliers will range from UAH 7.79 to UAH 9.99 per cubic meter.
Limits on card-to-card transfers
On April 1, the temporary limit of UAH 150 thousand on card transfers by individuals expired. At the same time, banks signed an open-ended memorandum under which:
- For “risky” customers, the limit was reduced to UAH 50 thousand per month.
- The limits do not apply to volunteer accounts and individuals with verified income exceeding the established limit.
- Transfers between the client's own accounts in the same bank are not limited.
Payments for internally displaced persons
Starting in April, the government will automatically extend payments to internally displaced persons (IDPs) for another six months. Those who have the appropriate status can also apply for a subsidy to cover the cost of renting a home.
This assistance is intended for people who have been forced to move to rented housing due to the hostilities. To receive a subsidy, you must sign a formal lease agreement.
You can submit your first application for payments through the Diia app.

The new rules are intended to optimize employee booking processes, ensure social protection, improve road safety, and simplify financial transactions for citizens.
