In recent months, many citizens who use the Reserve+ app have faced an unexpected problem: their profile is marked as having ‘violations of the rules of military registration’. This situation comes as a real surprise to many people, as they are unaware of any claims from the territorial recruitment centre (TCC). However, such a notification can have serious consequences - from fines to forced delivery to the military registration and enlistment office. Let's find out exactly what this means and what it entails.


What are the rules of military registration during mobilisation?


Citizens liable for military service are obliged to comply with certain rules of military registration stipulated by regulations, in particular, Resolution No. 1487. During mobilisation or martial law, they are obliged to:


▪️ Be registered for military service.

▪️ Report to the CMC upon receipt of a summons.

▪️ Pass the military medical commission (MMC) within the established time limits.

▪️ If you change your place of residence, register with the new military enlistment office within 7 days.

▪️ Update your military registration data.

▪️ Carry your military ID card with you and present it at the request of authorised persons.

▪️ Inform the CCC about the loss or destruction of the military ID card.


Reserve+ and Violation of the rules of military registration - what does it mean?


If a person liable for military service does not comply with the above rules of military registration, a mark ‘Violation of the rules of military registration’ may appear in his or her personal account in the Reserve+ application. This means that the CCC has sent a request to the police to search for the citizen and administratively detain him/her for delivery to the CCC. The reason for this is that the citizen's behaviour does not comply with the established rules.


The most common violations are:


🔻 Failure to update data in a timely manner.

🔻 Failure to appear upon summons to clarify information, undergo a military qualification examination or in case of a mobilisation order.


However, it is important to note that sometimes such a mark can be erroneous and unreasonable. In such cases, it is recommended that you try to restart the application. If this does not help, you should contact the TCC for clarification.


What are the consequences of marking a violation of military registration rules in Reserve+?


Administrative consequences. The police may stop you while checking your documents and detain you to establish the circumstances of the violation.


Forced delivery to the TCC. If a violation is detected, you may be forcibly taken to the CMC to draw up an administrative report. The amount of the fine for the violation may vary from UAH 17,000 to UAH 25,500.


Absence of a reservation for mobilisation. Persons who have a mark of violation of the rules of military registration cannot count on a reservation from mobilisation.

The rules may change


After the adoption of this draft law in 2025, the process of removing a mark of violation of the rules of military registration will be possible online. To do this, you will need to pay a fine through the Reserve+ app. To do this, you must first check for a fine in the app or on the website of the executive service, then receive a resolution on the violation, pay the fine and receive a document closing the proceedings.


If you disagree with the imposition of a fine, you can appeal against it in court.


What should I do if a violation is detected in Reserve+?


Before taking any action, it is recommended that you contact a lawyer or a military lawyer. An independent visit to the MCC without knowing your rights can lead to unpleasant consequences. You should also:


Find out the reason for the mark. It is important to understand on the basis of which data you were classified as a violator. To do this, you can contact a lawyer or send official requests to the TCC.

Request official explanations. If you have been unreasonably included in the register of violators, request an official explanation from the TCC and seek to rectify the situation in accordance with the established procedure.

Appeal against the unlawful decision. If the mark of violation was made without any grounds, you should file a complaint with the relevant authorities or go to court to cancel it.

Appeal against the fine. If you have been imposed an administrative fine that you consider unjustified, you can try to have it cancelled through the courts.


We remind you! The government is preparing to facilitate the military registration of Ukrainians abroad by amending one of its resolutions. This step should facilitate the issuance of documents for citizens who are not currently in Ukraine.
