Rules of entry to the UAE for Ukrainians
Entry rules for Ukrainians to the UAE and Dubai
Ukrainians do not need a visa for tourist travel, but they must comply with standard entry requirements when crossing the border. To enter Dubai or any other emirate of the UAE, Ukrainian citizens must have:
- a biometric passport (valid for at least 6 months);
- a return ticket or a ticket to a third country;
- proof of accommodation (hotel, rental property, or invitation);
- sufficient financial means for the duration of the trip;
- health insurance.
The UAE Border Control Service makes the final decision on entry, so documents may be checked even under the visa-free regime.
⚠️ If the purpose of the trip is other than tourism (work, job search, long-term stay), additional documents or another type of residence permit may be required.
Is insurance required to enter the Emirates?
Yes, to enter the Emirates for tourism purposes, you need insurance, regardless of whether you are traveling from Ukraine or other countries.
What are the rules for Ukrainians crossing the UAE border with pets?
Crossing the UAE border with pets is carried out in accordance with established international standards, provided that you have the relevant documents for the animal and vaccinations. More detailed information on this issue can be found at the following link.
How much money do you need to cross the border?
When traveling to the United Arab Emirates, travelers are usually advised to plan a budget of $100–150 per day, depending on the format of the trip. There is no officially defined minimum amount, but during checks, the availability of funds may be verified.
Currency amounts exceeding AED 60,000 must be declared upon entry.
⚠️Please note!
The UAE Immigration Service may verify your place of residence, the contact details of the host party, and the availability of a return ticket. Sometimes they also ask questions about the purpose of the trip, especially in the case of long stays or frequent visits.
👉 To avoid misunderstandings at the border, it is worth consulting with a migration lawyer from Visit Ukraine in advance.
What to do if your passport expires
As of October 29, 2025, Ukraine has abolished the military rule that allowed for the extension of passports and the inclusion of information about children in them. Now, only valid biometric passports are accepted for travel abroad.
Therefore, if your document has been “extended” or information about children has been added to it, you must apply for a new biometric passport.
Where can I apply for a new passport?
- In Ukraine — at the offices of the State Migration Service, TSNAPs, or branches of the State Enterprise “Document”.
- Abroad — at Ukrainian embassies or consulates, as well as at branches of the State Enterprise “Document”, if they operate in your country.
If you are abroad and have an “extended” passport
If the border service of another country does not allow you to leave or does not accept your document when entering Ukraine, contact the nearest Ukrainian embassy or consulate.
There you can obtain an identity card to return to Ukraine (the so-called “white passport”). It is issued on the day of application — free of charge for children under 16 and for a consular fee for adults.

How to travel abroad with a child in 2026?
During martial law, Ukraine has simplified the procedure for taking children abroad:
- Children under 16 can travel with one parent without the notarized consent of the other.
- Children over 16 years of age have the right to cross the border on their own if they have a valid passport.
- If the child is traveling with relatives or other trusted persons, the child's birth certificate and documents confirming the relationship with the accompanying person are required.
Documents for a child to travel abroad
Before traveling, make sure that your child has all the necessary documents:
1. Foreign passport. Regardless of age, every child must have their own passport.
2. Birth certificate. It is especially important if the parents and the child have different surnames; it is recommended to have a translation of the certificate in English.
3. Health insurance. Mandatory for entry into the UAE; make sure that the policy covers the entire period of stay.
4. Return tickets: confirmation of plans to return to Ukraine.

Practical tips for traveling with a child
- Be sure to take out health insurance, as treatment in the UAE is expensive.
- The UAE has strict rules on the import of medicines. Some medicines familiar to Ukraine (even cough syrups or painkillers) may be banned. Before you travel, check whether the medicines you are taking for your child are allowed. If you need prescription medication, take a certificate in English from your doctor.
- In summer, the temperature in the UAE can exceed +45°C, so take care of sunscreen (SPF 50+), lightweight clothing made of natural fabrics and hats.
- In the UAE, it is mandatory to use car seats for children under 4 years old in taxis and rented cars. If you plan to travel by taxi, it is recommended to book a car in advance through applications (Uber, Careem) with the option of a car seat.
- The Dubai Metro has special “Women's and Family Carriages” where it is more comfortable to travel with a child.
- In the UAE, it is forbidden to shout loudly, quarrel or show disrespect to local residents, even if the child is tired or capricious.
📌 Make sure you have health insurance!
In the UAE, all medical services are paid, and their cost can be high. Even a doctor's consultation or emergency care requires insurance coverage.
👉 Apply for insurance in a few minutes on Visit Ukraine - it covers emergency treatment, hospitalization, medical expenses and diagnostics if necessary.
