Mobilization in Ukraine: the list of persons granted deferment is to be expanded again
Another category of Ukrainian citizens may be exempted from mobilization during martial law. Find out more about who will be granted a deferment and what draft rules are currently in effect
The Verkhovna Rada is considering a draft law to expand the list of persons granted a deferral from mobilization. Here's what category of citizens it refers to.
According to the draft law, which is published on the parliament's website, amendments are planned to be made to Article 23 of the Law on Mobilization Preparation and Mobilization. Parliamentarians are to grant a deferral from mobilization to employees of the State Emergency Service.
It is worth noting that the draft law is to pass the second reading and, if adopted, the document will be sent to President of Ukraine Volodymyr Zelenskyy for signature.
This is not the first time that the list of persons granted a deferral from mobilization has been expanded
Last year, academic and teaching staff were granted a deferral from mobilization, regardless of whether they have an academic title or academic degree.
Pedagogical staff of higher education institutions and professional higher education institutions are eligible for the deferment. In order to receive a deferral from the draft, they must be employed at their main place of work at least 0.75 times the rate.

What other changes have been made to the mobilization rules in Ukraine recently?
It is worth recalling that the Verkhovna Rada of Ukraine has recently lowered the age limit for conscription from 27 to 25 years.
Why was this done? Defense Minister Oleksiy Reznikov justified the lowering of the draft age by the need to replenish the mobilization reserve. Previously, the maximum conscription age was 27 years. If a man turned 27 and had not served in the army, he could not be forcibly mobilized.
After the law was amended, men aged 25 to 60, even those without military service experience, could be forcibly mobilized in wartime.
Who cannot be mobilized during martial law?
According to the law, the following persons may be deferred
- reserved employees (not all professions)
- men with disabilities;
- parents with three or more minor children;
- single parents;
- parents of a child with a disability and a seriously ill child;
- parents raising an adult child with a disability of group I-II;
- guardian of a spouse, parents (own or spouse's) with a disability or serious illness;
- a guardian of an incapacitated person or a person with a disability;
- men with a minor child, if their wife is on military service.
