Insurance fraud involving staged accidents: why the number of staged car accidents is on the rise in the UK

In the UK, there has been a sharp rise in the number of road fraud schemes involving so-called “staged accidents.” Criminals deliberately cause traffic accidents to obtain insurance payouts from unsuspecting drivers. According to the Insurance Fraud Bureau (IFB), more than 9,000 such cases were reported last year alone.
Experts warn that these schemes are becoming increasingly sophisticated and convincing, with fraudsters actively using both staged accidents and the theft of personal data to file fraudulent insurance claims.

Insurance fraud has risen by 12%
According to data from the Association of British Insurers (ABI), the number of fraudulent insurance claims related to transportation rose by 12% over the past year. The economic damage from such crimes has already exceeded 1 billion pounds.
One of the most common schemes remains “staged accidents”—situations where fraudsters deliberately cause a traffic accident and then blame another driver to obtain compensation through the insurance company.
The IFB notes that fraudsters are constantly refining their methods, and some schemes are difficult to detect even for experienced drivers.
How staged accident schemes work
The most common scenario involves a vehicle suddenly and inexplicably braking in front of another vehicle. The driver who doesn’t have time to react rear-ends the vehicle and is automatically deemed at fault for the accident.
Also common are:
intentionally driving into oncoming traffic;
dangerous lane changes at roundabouts;
“traps” on side roads;
schemes involving mopeds and motorcycles;
deceptive gestures, where the scammer pretends to let the driver pass and then deliberately crashes into them.
In some cases, perpetrators use vehicles with pre-existing damage or malfunctioning brake lights to complicate the investigation.
After the accident, passengers may exaggerate their injuries and immediately submit pre-prepared insurance documents.

Hotspots of fraud in the UK
IFB analyzed over 3.3 million insurance claims and identified the regions of the UK where auto insurance fraud occurs most frequently.
In England, the most problematic areas were:
Barking and Dagenham (RM9);
Birmingham (B10);
Central London (EC1).
In Wales, the top spots are held by Semes Bay, Llaniddlos, and Aberdovey.
In Scotland, the highest levels of such crimes were recorded in Criff, Glasgow, and on the Isle of Skye.
In Northern Ireland, Crumlin topped the list.
According to IFB representatives, in Dagenham, fraudsters often use schemes at roundabouts, deliberately driving into oncoming traffic. In Birmingham, setups on side roads are popular, and in London—schemes involving mopeds, where one of the participants deliberately provokes a collision.
Theft of Personal Data
Experts warn that scammers are increasingly using stolen personal data to take out insurance policies or file fraudulent claims.
Data can be stolen through:
fake job postings;
social media;
fraudulent websites;
fake online surveys.
Experts advise being cautious about sharing personal information online and verifying suspicious job offers.
How drivers can protect themselves from scammers
Insurance companies and safety experts recommend that drivers follow several important rules:
1. Install a dashcam. Dashcam footage can serve as key evidence when dealing with an insurance company or the police.
2. Maintain a safe following distance. Maintaining a safe distance from the vehicle ahead reduces the risk of a collision in the event of sudden braking.
3. Be alert to suspicious behavior. You should be wary of: strange maneuvers; sudden braking for no reason; attempts to “yield” the right of way in violation of traffic rules; aggressive lane changes.
4. Document the accident scene. After a traffic accident, it is important to:
take photos and videos of the damage;
record the vehicle’s license plate number;
obtain the other party’s insurance company information;
collect contact information from witnesses.
Insurance companies are stepping up the fight against fraud
ABI representatives stated that insurance companies are already implementing new tools to detect suspicious schemes and are more actively sharing information with the police and the IFB.
Experts emphasize that such crimes not only pose a threat to road safety but also lead to higher insurance premiums for ordinary drivers.
The Association of Fleet Management Professionals (AFP) has also developed a special set of recommendations for corporate vehicle drivers, designed to help reduce the risk of insurance fraud and lower insurance costs in the future.
Given the rise in the number of fraudulent traffic accidents in Europe, it is particularly important for Ukrainian drivers to have a valid Green Card international insurance policy. This document confirms that the driver has the required motor vehicle liability insurance while abroad and can serve as a key safeguard in the event of a disputed accident or an attempt at insurance fraud.
For Ukrainians who regularly travel through Europe in their own cars, having a “Green Card” helps avoid serious financial risks. If a driver is involved in a traffic accident abroad, the insurance company assists in resolving the situation, coordinates with foreign insurance providers, and oversees the claims process.
