Social support for internally displaced persons will remain in effect in 2026, but the rules for providing it are clearly regulated by a resolution of the Cabinet of Ministers. In addition to basic payments, the state is preparing new assistance for IDP children. Internally displaced persons (IDPs) are citizens who have been forced to leave their homes due to the war and adapt to life in new conditions. For many displaced persons, rented accommodation or temporary shelter remains the only option for housing, so state financial support remains critically important. In 2026, the payment mechanism for IDPs will remain in place, but with a number of clarifications and new emphases.


Will payments to IDPs continue in 2026, under what conditions can they be extended or terminated, and which displaced persons are eligible for additional funds? The publication Fakty ICTV writes about this.


What assistance is provided for IDPs in 2026?


In 2026, internally displaced persons will continue to receive monthly living assistance in accordance with Resolution No. 332 of the Cabinet of Ministers of Ukraine. This document defines the rules for assigning payments, the procedure for their continuation, and the list of grounds for refusal.


Financial assistance is calculated for each family member who has official IDP status and is included in the Unified Information Database of Internally Displaced Persons.


Amount of payments in 2026


In 2026, the amounts of monthly assistance remain the same:


2,000 UAH — for adult IDPs;

3,000 UAH — for children and persons with disabilities.


Payments are granted for a period of six months. After the end of this period, an automatic check of the right to further receive assistance is carried out.

Under what conditions will IDP payments continue in 2026?


For most displaced persons, the key factor remains the level of family income. In 2026, the calculation will be made taking into account the subsistence minimum for persons who have lost their ability to work, which as of January 1 is 2,595 UAH.


Payments will continue if:


the average income per person for the last three months does not exceed UAH 10,380;

the family has submitted an application for the continuation of assistance;

the social protection authorities have carried out a check;

the displaced persons actually live in the territory controlled by Ukraine.


If the permissible income level is exceeded, the right to assistance for the next period is lost.


Who is eligible for payments regardless of income?


Cabinet of Ministers Resolution No. 332 defines the list of categories of IDPs for whom financial status is not a reason for termination of assistance.


These categories include:


pensioners, if their pension does not exceed UAH 10,380;

persons with disabilities of groups I and II;

children with disabilities under the age of 18;

orphans and children deprived of parental care under the age of 23;

foster parents, foster parents, and official guardians.


For these individuals, living assistance is extended regardless of the family's total income.


Which IDPs will be eligible for additional assistance in 2026?


One of the main innovations of 2026 may be the return of special payments for displaced children.


According to MP Serhiy Kozyr, from February 1, 2026, it is planned to resume monthly assistance in the amount of UAH 3,000 for IDP children to pay for housing rent.


Key features of this payment:


provided for each child with IDP status;

does not depend on family income;

the right to assistance arises solely from the child's status as an IDP.


According to preliminary estimates, more than 400,000 children will be able to benefit from the program, and the total amount of funding will be about UAH 7 billion. The funds are planned to be allocated through the redistribution of budget programs that have not been fully implemented.


The final introduction of this assistance is possible after the adoption of relevant decisions by the government.


In what cases are IDP payments not granted?


Living assistance is not provided or is terminated if social authorities determine that the family does not belong to the financially vulnerable category.


In particular, payments are not granted if, within three months prior to the application:


a car less than 5 years old was purchased (except for transport for defense purposes);

an apartment, house, or land plot was purchased for more than UAH 100,000;

more than UAH 100,000 is held in bank accounts or deposits;

foreign currency or bank metals were purchased for more than UAH 100,000;

you own housing outside the combat zone or occupation zone with an area exceeding 13.65 m² per person.


Exceptions are possible only in cases where the funds were received from donors or spent on medical treatment, education, or social services.


What is required to receive and continue payments?


To receive or extend IDP assistance in 2026, you must:


have valid internally displaced person status;

be registered in the Unified IDP Information Database;

submit an application to the social protection authorities;

undergo an income and property status check;

actually reside in territory controlled by Ukraine.


In 2026, the state will continue to provide financial support to internally displaced persons, maintaining the basic amounts of assistance and increasing the targeting of payments. At the same time, additional support is planned for certain categories of displaced persons, in particular children. In order not to lose the right to payments, IDPs should submit applications in a timely manner and follow updates on government decisions.
