Why were subsidies reduced in May? An explanation from the Pension Fund of Ukraine

In May 2026, many Ukrainians noticed a decrease in the amount of their housing subsidy. The Pension Fund of Ukraine explained that this was due to the end of the heating season and the specifics of how the subsidy is calculated.
Why was the subsidy lower in May?
Housing subsidies in Ukraine are calculated separately for the heating and non-heating seasons. Because of this, the amount of assistance can vary throughout the year, even for the same household.
In May, citizens receive payments for April, and the heating season officially lasts only until April 15. That is why only half of the heating month is included in the calculation.
Due to the end of the heating season, lower social standards are applied, and the amount of assistance is automatically reduced. The Pension Fund of Ukraine emphasizes that this is a planned seasonal adjustment, not a cancellation or revision of the right to a subsidy.
Why are payments made with a delay?
Housing subsidies are paid in the current month for the previous month. That is, in May, Ukrainians receive the subsidy for April, and in June—for May.
This is why citizens notice changes after the end of the heating season specifically in the May payments.
What determines the amount of the subsidy?
The amount of assistance may change automatically throughout the year. This is influenced by:
the presence or absence of a heating season;
actual consumption of utilities;
social standards established by the state;
household composition;
family income.

Who will have their subsidy automatically renewed?
The Pension Fund of Ukraine (PFU) has reported that most Ukrainians do not need to take any action.
If eligibility for assistance remains, the housing subsidy for the 2026–2027 season will be automatically renewed—without the need to submit a new application or documents.
Decisions on granting assistance for the period up to April 30, 2027, will be made as early as May 2026.
Who must submit an application?
Certain categories of citizens must apply to the Pension Fund in person.
You must submit a new application if:
you rent housing and pay for utilities on your own;
fewer people actually live there than are registered;
the household includes IDPs who have changed their place of residence;
you are applying for a subsidy for liquefied gas, solid, or liquid heating fuel.
In such cases, the subsidy will not be granted without a new application.
How do I submit documents for a subsidy?
You can submit documents in several ways:
in person at a Pension Fund of Ukraine service center;
by mail to a local Pension Fund office;
online via the Pension Fund’s web portal or mobile app.
