After four months of testing the new rules for the import of humanitarian aid, the electronic system for the circulation of humanitarian aid became mandatory for volunteers on April 1, 2024. We will tell you what has changed and how to go through the registration algorithm in the system further in the article.

The main changes for volunteers 


First of all, the changes are that now only electronic reports are valid. If from December 1, 2023, until March 31, 2024, it was possible to use both paper declarations under the old rules and electronic ones. From April 1, the use of the electronic system is mandatory for everyone.


The second important change is that volunteers and charitable organizations no longer need to receive a letter of request from a military unit or other recipient to prepare a declaration and import goods, which previously indicated the need for certain equipment, products, tools, etc.


The third change is that individuals and military personnel in particular can now be recipients of humanitarian aid, so the transfer of humanitarian aid no longer has to be to a military unit.

April 1 rules: how to bring humanitarian aid to Ukraine? 


To bring humanitarian aid to Ukraine, volunteer organizations need to:


1. Go to the website good.gov.ua and log in as a recipient using a qualified electronic signature (read here how a foreigner can get a QES).

2. Indicate the organization's EDRPOU (the information from the register about its place of registration and management should be pulled up). This is how charitable foundations (CF) are assigned an individual number in the Unified Register.

3. Fill in the categories (list) of goods to be imported and their volumes (the electronic declaration corresponds to the paper declaration that was in force earlier, i.e. has a "simplified form").

4. Generate a unique humanitarian cargo code. This code will be used during customs clearance instead of a paper declaration.


Please note! From the moment of registration of the cargo (obtaining a unique code) to the moment of crossing the border, 30 days are given. 


Report on the transfer of humanitarian aid: new rules


After the humanitarian cargo is imported and distributed, the system generates an automatic report with information about the recipients. Only the settlement is indicated, without a detailed address.


At the same time, charitable organizations are obliged to report on the use of humanitarian aid by the 15th day of the following month from the date of importation of goods into the territory of Ukraine, but no more than 90 days later. This report is automatic, but it is necessary to manually indicate the number of transferred goods that remained in warehouses, spoiled, were not accepted due to inadequate quality, etc.


Please note! In case of violation of the reporting requirements, the foundation loses its status as a recipient of assistance for six months.
