The government is preparing to make it easier for Ukrainians abroad to register for military service by amending one of its decrees. This step should facilitate the issuance of documents for citizens who are not currently in Ukraine

The Cabinet of Ministers is going to amend Resolution No. 932 to make the procedure for registering Ukrainian citizens abroad for military service easier. This was announced by Deputy Head of the Presidential Office Iryna Vereshchuk.


What will the changes do?


Vereshchuk explained that this will allow Ukrainian consulates and branches of the State Enterprise ‘Document’ to issue passports and other documents to ‘tens of thousands’ of Ukrainians abroad.


She thanked the State Migration Service, the Ministry of Defence and the Secretariat of the Cabinet of Ministers ‘for the prompt development of regulatory changes’.


What are the current rules for military registration?


Citizens liable for military service who are abroad are required to register for military service at the district military registration and enlistment offices at the address of their place of residence. In accordance with clause 81 of the Rules of Military Registration, recruitment and social support is carried out in their personal presence.


The procedure of military registration for persons liable for military service consists of the following stages:


1. Arrival at the district CMC and JIC at the address of residence registration.

2. Providing copies of documents (passport, identification code, place of residence registration, educational documents, documents on marital status, military registration document) to the CMC employees. If available, provide documents confirming the right to deferment from mobilisation.

3. Obtaining a referral for a military medical examination.

4. Obtaining a conclusion of the Military Medical Commission on the degree of fitness for military service.

5. Assignment of a military speciality by the employees of the TCC and JV.

6. Preparation of a written military registration document.

7. Entering military registration data into the register of persons liable for military service.


Diplomatic missions of Ukraine abroad do not keep military records and do not assist in registering for military service in the district enlistment and registration office. The possibility to register for military service in this way existed until 18 June 2024.


Registration of persons liable for military service without personal presence and while abroad is not provided for by the current legislation.

As for the data of men who are not registered for military service


We wrote that the Oberih registry started adding data on men aged 16 to 60 who had never been registered for military service and had never attended a TRC.


Previously, the registry did not see information about those who had never been registered for military service or attended the TCC. But now this will change, as data exchange has been established between the Oberig register, the Unified Demographic Register and the State Migration Service system.


According to the pilot project, men aged 16-25 are registered automatically, and they do not need to apply to the CCC and undergo a medical examination. People aged 18 and over can already generate a military registration document in the Reserve+ mobile application.


Automatic registration of men aged 16-25 will last for a year. After that, the digital team of the Ministry of Defence will prepare a report and, if the result is positive, will regulate the process by law.
