Emergency services in Ukraine: where to go for help?

Emergency services in Ukraine play a key role in ensuring the safety of residents and visitors to the country, especially in the context of ongoing military operations. Find out where to go for prompt assistance and how to act in crisis situations while in Ukraine
Due to the ongoing war in Ukraine and martial law, it is extremely important for foreigners planning to visit the country or already in its territory to know where and how to contact in case of emergency. We are publishing a list of emergency services, their contacts and advice on how to stay safely in the country during the war.
General recommendations before travelling
Check the current situation. Before travelling, be sure to read the latest news and official warnings from your country's Ministry of Foreign Affairs and international organisations. Find out which regions are considered relatively safe and which are not recommended for travelling.
Register at the embassy. Foreign nationals can (and often are) required to register with the consular office of their country's embassy or consulate in Ukraine. This allows your diplomatic representatives to contact you in case of an emergency and provide the necessary assistance.
Take out insurance. Medical insurance covering military risks is extremely important. On the Visit Ukraine portal, you can apply for a policy that will compensate for the consequences of war.

Emergency numbers in Ukraine
While some regions may have a single 112 number (similar to the European emergency number), many people in Ukraine still use the traditional four separate numbers. Be sure to keep both 112 and traditional numbers:
101 - Fire and rescue
Call in the event of a fire, an accident at an infrastructure facility, flooding, or the need for rescue operations (including unblocking people, helping with blockages, etc.)
102 - Police
Call in the event of a crime or any situation that threatens your safety or the safety of others: theft, robbery, assault, suspected sabotage. The police can also help in case of conflicts on the road, road accidents, and in cases requiring the involvement of law enforcement agencies.
103 - Emergency medical care
Call in case of an accident, sudden deterioration of health or exacerbation of chronic diseases.
104 - Emergency gas service
Call if you smell gas or suspect a leak, find a damaged gas pipeline or other emergency related to gas equipment.
112 - Single emergency number
When you call 112, operators will redirect your call to the appropriate service (police, ambulance, firefighters, etc.).
Where to go for additional help in times of war
▪️ Hotline of the Ministry of Internal Affairs of Ukraine
Phone number: 1536.
This number provides additional information on emergency procedures, legislative aspects, and reporting offences.
▪️ Hotline of the Ukrainian Parliament Commissioner for Human Rights: +380 (44) 299-74-08 or 0 800 501 720
You can contact the Ombudsman in case of human rights violations and extraordinary circumstances that require the Ombudsman's intervention.
▪️ Hotlines of volunteer and humanitarian organisations
Ukrainian Red Cross: +380 (800) 332-656 (toll-free within Ukraine, for calls from abroad, see the organisation's website).
International humanitarian organisations (UNHCR, Doctors Without Borders, etc.) also publish their contacts, but most often their activities are regionally focused, and it is easier to find up-to-date information through official websites or local volunteer groups.
