An updated algorithm for the automatic verification of data on those liable for military service is set to become fully operational in Ukraine in the near future. Due to the strict settings of the new system, thousands of citizens who have an official deferment from mobilisation risk losing their deferment. At the same time, there is no mechanism for individual notification — people may find themselves without a deferment without any warnings, letters or calls from the Territorial Recruitment Centre. Reasons for the automatic cancellation of deferrals: how the system works
The essence of the new system lies in the continuous cross-checking of information from three independent databases: the ‘Obereg’ electronic register, the ‘Reserve+’ mobile app, and paper documents submitted by companies’ HR departments.
The algorithm is designed to detect any discrepancies in an employee’s data. If the information in the app does not match the employer’s paper lists or the records held by the TCC, the system automatically blocks and cancels the current deferral. The status changes instantly and without notifying the conscript concerned.
Overdue Military Medical Commission (MMC) reports and deferral cancellation: who is at risk
The most common reason for automatic cancellation of a deferral will be the absence of up-to-date medical data. The first to be affected are those citizens whose Military Medical Commission (MMC) report is overdue or, for technical reasons, has not yet been entered into the electronic database. In such cases, the programme flags the profile as requiring urgent verification.
“Experience shows that people find out they have lost their booking at the most unexpected moment – when they are already being issued with a summons or during routine document checks at checkpoints and on the streets,” notes lawyer Roman Likhachov.
Similar cases are already being recorded across the country, but from 1 July the situation is set to become even more tense as the system goes into full operation.

How to check your booking status in ‘Reserve+’ online
Human rights activists strongly advise against leaving the situation to run its course and urge people to take proactive steps. You can find out the actual status remotely via the ‘Reserve+’ app by logging in using the BankID system.
The ‘My Status’ section will indicate whether the deferral is currently in effect, whether it has been suspended pending clarification of the circumstances, or whether it has already been cancelled. If your profile has not been updated for more than three months or does not show a valid deferral, this is cause for concern. In such a situation, you must immediately contact your employer so that the relevant department can confirm that the correct documents have been successfully submitted to the register.
What to do if the TCC has unlawfully cancelled the deferral
In the event of a sudden and unjustified loss of deferral status, the system’s decision can and must be appealed. The legal procedure for reinstating status begins with an official written request to the TCC and the SP at the place of registration. The request must demand a clear explanation of the reasons for the cancellation of the deferral.
The authorities have exactly ten working days to prepare an official response.
If the TCC ignores the request or provides a perfunctory reply, the next step is to lodge a complaint with the Ministry of Defence (via the online reception desk) or to file a claim in court as part of administrative proceedings. Lawyers emphasise that, for a successful resolution of the case, it is extremely important to document every stage: keep screenshots from ‘Reserve+’ showing the date and time, and have certified copies of the documents submitted by the company to process the booking.
