What are the attitudes of Ukrainians towards the Verkhovna Rada and the President: survey results

The Kyiv International Institute of Sociology has conducted a survey among Ukrainians on the feasibility of changing the centralized government after Ukraine's victory. And despite the fact that public sentiment is mostly in favor of the actions of the Ukrainian authorities and the belief that the country will achieve even greater socioeconomic progress despite the brutal war, Ukrainians are divided on some issues. It is also important to note that since the start of the full-scale invasion, overall trust in government institutions has increased, but not in all government agencies.

Attitudes toward Volodymyr Zelenskyy


The vast majority of Ukrainians still support the president. Thus, only 23% of respondents would like to change Volodymyr Zelenskyy after Ukraine's victory. However, in different regions of the country, the percentage of people who want to make changes varies slightly. Yes, they would like to replace the current president:


● 23% of respondents from the western regions;

● 21% of respondents in the central part of Ukraine;

● 29% of Ukrainians in the eastern regions of the country;

● 23% of citizens in the south of the country.


Changes in the Verkhovna Rada of Ukraine


Despite the unprecedented support of the President, Ukrainians want to completely renew the composition of the Verkhovna Rada of Ukraine. Thus, 69% of respondents said that the parliament should be replaced first, and 47% preferred to renew the government immediately after the country's victory.


The percentage of respondents who want changes in the Verkhovna Rada also differs in different regions of Ukraine:


● In the west of the country, 71% of respondents want to replace the parliament, and 49% of respondents want to replace the government;

● in the central regions - 69% (Parliament) and 43% (Government);

● in the south of Ukraine, 68% and 49% respectively;

● in the eastern part of Ukraine, 68% and 46%.

Peculiarities of conducting polls in Ukraine


It is important to note that the full-scale invasion of russia has had a certain negative impact on the representativeness of polls. This is due not only to the actual displacement of the population of certain regions to safer places and the inability to interview Ukrainians in the occupied territories, but also to cases of silencing the pro-russian position. After all, it is pointless to deny that there is a certain percentage of people in Ukraine who do not want the state to win and support the actions of russia. 

Consequently, the possibility that this category of people could participate in the survey increases the theoretical mistake since they are not concerned about the future of Ukraine as an independent state, and therefore their answers about legitimate changes in the centralized government are not sincere.


At the same time, Ukrainians have become an unprecedented example of unity to achieving a common goal - victory. This is also evidenced by the results of the survey, as we see general positive sentiments in support of the current president. The desire for changes in the Verkhovna Rada also emphasizes the desire of Ukrainians for positive changes in the country, as the vast majority of citizens understand that the country needs a new, and most importantly, honest and competent government and parliament.
