The road to the EU: how Ukraine's European integration is progressing

Ukraine has presented an interim report to the European Union on the fulfilment of the necessary conditions for European integration. Read on to find out which criteria Ukraine has already met and which may be difficult to meet.
Ukrainian report: what is known so far
Ukraine's recent report on fulfilling the conditions for joining the EU is a rather informal event, as the first official inspection of the country's fulfilment of the conditions for European integration was planned for autumn 2023.
Usually, the EU accession procedure follows a different scenario, but now, due to the war in Ukraine and constant threats to the entire civilised world from Russia, there is no time for the usual European bureaucracy.
The European Union has shown unprecedented flexibility and understanding of the situation in the world, as the change in the traditional scenario of European integration shows determination and willingness to compromise. However, it is noted that not all EU members are happy with the new "oral" types of communication.
Conditions for joining the EU
In total, the European Union has put forward 7 criteria that Ukraine must fulfil for successful European integration.
The EU has confirmed that 2 out of 7 conditions can be considered fulfilled today. Namely:
• adoption of European-level media legislation;
• completion of homework on judicial reform.
Another condition is the fight against corruption. It is listed separately and requires a detailed plan for law enforcement reform. It is also necessary to develop a strategy to expose money laundering schemes.
The return of e-declarations for public officials was met with a positive reaction from EU member states, as this was a fundamental requirement of the European Union.
Another condition for European integration that has seen significant progress is the reform of the Constitutional Court of Ukraine. A competitive selection of judges has recently been introduced, and more reforms are expected to be implemented soon.
Experts believe that the most problematic condition to fulfil will be the criterion on laws relating to national minorities.
The Council of Europe's Venice Commission has criticised Ukraine's law on national minorities. The fact is that, in their opinion, russia's armed aggression against Ukraine should be considered "temporary", and after the war ends, the cultural rights of russian minorities in Ukraine should be restored.
Simply put, the Council of Europe believes that the brutal war waged by russia should not affect the use of the russian language in Ukrainian education and culture in the future.

The path to European integration: conclusions
In general, the European Commission positively assesses the process of fulfilling the criteria for future EU integration.
The next steps in the process of joining the European Union will be a full written report from Ukraine on the fulfilment of the conditions for European integration, scheduled for autumn 2023, and a summit of EU leaders in December 2023, which should launch negotiations on concrete steps towards EU membership.
