Rules for obtaining a driver's licence have changed in Ukraine: what is known
From now on, the procedure for obtaining a driving licence will change in Ukraine. Find out more about how driving school training will now take place and what the changes are about
Recently, the Speaker of the Verkhovna Rada, Ruslan Stefanov, announced important changes to the procedure for obtaining a driving licence in Ukraine.
Previously, in order to successfully obtain a driving licence, students had to attend driving schools on a regular basis to study the theoretical and practical parts. Read on to find out how the process of obtaining a driving licence will be different after the latest changes.
Getting a driving licence: what has changed
From now on, according to draft law No. 7354, future drivers have the right to study the theoretical part at home, but they will still have to attend a driving school for practical classes. This decision is due to doubts about the conscientiousness of driving school staff, who may deliberately withhold information from students in order to make them fail the exam.
"Recently, we have been increasingly faced with cases of violations by driving schools of the procedure for training, retraining and advanced training of drivers. Similarly, when drivers are admitted to driving, some officials violate the relevant requirements" the explanatory note says.
This means that future drivers will now be responsible for their results in the theory test.
This draft law is intended to solve a number of problems in the current system of obtaining a driving licence. In particular:
● improve government control over the process of training future drivers and their admission to driving;
● reduce the number of road accidents;
● prevent corrupt schemes in the procedures for obtaining a driving licence and driver training.

Penalties for violation of driving school regulations
Starting from 14 July 2023, new fines for violation of the procedure for providing services in driving schools will come into force. These include:
● violation of the standards for training, retraining and advanced training of drivers - a fine of UAH 8,500 to 13,600;
● violation of the rules of state accreditation of driving schools and examination - a fine of UAH 8,500 to 17,000, and for employees of the Ministry of Internal Affairs - from UAH 17,000 to 51,000.
Independent learning of the theoretical part of driving by students will come into effect three months after the adoption of the law.
