How men with dual citizenship in Ukraine can travel abroad: 2023 rules
Since the introduction of martial law in Ukraine and restrictions on men liable for military service from traveling abroad, the question of traveling abroad in case of dual citizenship has arisen. Find out if men with dual citizenship can travel abroad
Following the outbreak of a full-scale war in Ukraine, the topic of men seeking opportunities abroad has gained heightened significance. In the first months of the invasion, information began to circulate that individuals with dual citizenship could leave Ukraine using a foreign passport. The accuracy of this claim is the focus of our upcoming discussion.
The State Border Service recently clarified whether men with dual citizenship can travel abroad. To better understand the mechanics of dual citizenship within Ukraine, let's delve into its operational framework.
Does dual citizenship exist in Ukraine?
According to the Ukrainian legislation, dual citizenship is prohibited. So, people obtaining several citizenships are considered citizens of Ukraine.
Therefore, we conclude that men cannot use a passport of another country to venture abroad if they have Ukrainian citizenship. According to the border service, they can go abroad after a loss of Ukrainian citizenship. Remember that citizenship is terminated on the day of issuance of the relevant decree of the President of Ukraine.
It is important to remember that a person with a passport of another country may lose Ukrainian citizenship. "Dual citizens" are committing fraud, but neither administrative nor criminal liability is provided for such an action. This gap in the legislation encourages men to use a foreign passport and leave Ukraine without obstacles.

The phenomenon of dual citizenship: The experience of European countries
Currently, a debate about the need to change the legislation and introduce the institution of dual citizenship circulates in the Verkhovna Rada. Deputies were divided in their opinions. Some argue that the liberalization of dual citizenship in Ukraine will bring Ukraine closer to EU integration, as certain countries provide the opportunity to obtain dual citizenship. These countries include Greece, Turkey, Portugal, and Malta. They allow naturalization for individuals who operate a business in the country.
Other politicians emphasize that the Constitution of Ukraine prohibits dual citizenship. Therefore, it is not worth having a discussion. In addition to Ukraine, the governments of the Netherlands, Austria, Estonia, Bulgaria, Spain, Norway, Latvia, and Lithuania have expressed reservations about dual citizenship.
The issue of citizenship concerns not only adults but also minors. Parents of children born abroad have concerns about their child's citizenship. Read here what is the basis for acquiring Ukrainian citizenship for children born outside of Ukraine.
