The SBU and the GUR have significantly expanded their presence and capabilities in Ukraine since the beginning of russia's full-scale invasion, but according to the Washington Post, Ukrainian intelligence services began to develop actively in 2014, when russia annexed Crimea and invaded the eastern regions of Ukraine. According to the newspaper, it was in 2014 that Ukraine began close cooperation with the CIA, within the framework of which the intelligence services launched a large-scale shadow war against russia.


What joint operations are involved and what details of cooperation have become known thanks to an investigation by Washington Post journalists are described in the article below.


Cooperation between the CIA, GUR and SBU: what is known?


According to the publication's information, which was obtained during communication on condition of anonymity with more than 20 current and former employees of the security services of Ukraine and America, since 2015, the CIA has invested tens of millions of dollars in the development of Ukrainian special services. In particular, in the formation, equipping and training of Ukrainian special forces and operatives who later carried out operations in the temporarily occupied territories and directly in russia.


According to journalists, the CIA did not take any part in operations against russia, but maintains its presence in Ukraine. The CIA refused to comment on the published investigation. At the same time, the Security Service of Ukraine noted that these issues can be discussed after Ukraine's victory.


"We will be able to discuss all the details of the SBU's high-profile special operations after our victory. We do not comment on information received by the media from sources," the SBU responded to a request from BBC Ukraine.


In addition, according to the information obtained by WP journalists, American intelligence agencies provided Ukraine with advanced surveillance systems, built new headquarters for Ukrainian intelligence, and exchanged intelligence on an incredible scale.


As part of this cooperation, a separate unit, the Fifth Directorate, was created, which operated in isolation from other Ukrainian intelligence services. Later, the Sixth Directorate was formed to work closely with the British intelligence agency MI6. These special units were formed in such a way as to successfully operate behind the front line and work "as secret groups."

SBU and CIA operations in the territory of the russian federation and the occupied territories of Ukraine


According to the information received, the first missions of the special forces were focused on recruiting informants among pro-russian forces, as well as on cyber and electronic eavesdropping activities. In addition, Ukraine began to actively work against russian subversive groups, separatists, and collaborators.


At the same time, according to the publication, Ukraine conducted dozens of covert operations that had clear military objectives and contributed to the country's defense. The list includes not only attacks on strategic targets in the temporarily occupied territories and in russia, including attacks on the kremlin and moscow, but also assassinations of russian military commanders and propagandists. 


Thus, the journalists note, all the attacks by Ukraine that we know of were well-planned operations with specific goals. At the same time, the Ukrainian special services worked both from the territory of Ukraine, launching long-range drones, and from the territory of the russian federation, through the formed groups of operatives and guerrillas.


Ukraine's involvement in the deaths of Daria Dugina, Stanislav Rzhytsky and others


According to the newspaper, Ukraine conducted special operations in the territory of the russian federation, "by the hands" of operational groups, but there is no confirmation of this. The SBU and the GUR attribute the murders to Stanislav Rzhytsky and Daria Dugina, the former of whom was a former commander of a russian submarine and recruited russians for the war, and the latter a propagandist and daughter of a russian ideologue and preacher of the "russian world."


At the same time, the Ukrainian authorities denied such involvement in 2022 and refused to comment after the publication of the WP investigation.
